Stacy Rivera [EH]
From: Joseph Bagley <joe@bag leyenterprises.com>
Sent: Monday, November 12, 2018 2:48 PM
To: Stacy Rivera [EH]
Cc: Elena K. Manzo [EH]; 'Ann Marie Addler'; 'Rod Tompkins'; 'Darla Smith'; 'Fuller, Jeffrey'
Subject: SR0079170 &Additional Work at SJRTD
Hello Stacy,
We currently have an active permit in hand, SR0079170, to repair the diesel leak inside the transition sump in the filter
room on the UST system. As you are aware we have identified an additional problem at RTD concerning#1 turbine
sumps. In as much as both#1 diesel systems will be down for the duration of the work noted in SR0079170 and
would also be down for the duration of the work to repair the sumps, we would like to work on the#1 turbine
sumps simultaneously with the work on SR0079170. Doing so would shorten the overall length of time that RTD's buses
would have to be "wet hosed" thus substantially reducing overall costs. In short, we would like to add the scope of work
for repairs of the#1 turbine sumps to SR0079170 (NOTE: at this time we do not anticipate needing an extension of
time for SR0079170).
SCOPE OF WORK NECESSARY TO COMPLETELY UNCOVER SUMPS AND INSPECT AND REPAIR THE PENETRATION FITTINGS
ON THE OUTSIDE OF THE SUMPS AND TO MAKE ALL NECESSARY REPAIRS TO LEAKING PENETRATION FITTINGS ON THE
INSIDE OF THE SUMPS: Saw cut and break out concrete, haul off and dispose. Excavate pea gravel with Vac truck and by
hand and shore excavation.Test sumps, inspect and repair outside of sumps as necessary. Remove turbines, risers, and
associated piping and electrical to gain access to leaking penetration fittings inside of sumps. Remove and replace
leaking fittings inside the sumps with new like items (Note: assumption is made that sumps were not damaged during
initial installation). Test sumps. Reinstall removed equipment and associated piping and electrical. Purge system and
conduct all necessary inspections and testing of primary and secondary piping, sumps, leak detection systems, tank
monitoring systems, dispensing systems, etc. Remove shoring, replace pea gravel and pour concrete. Accomplish all
necessary final inspections and testing in accordance with permit conditions to close out permit and bring#1 diesel
fuel storage and dispensing systems back to full operational status.
Please call or email at your earliest opportunity with any questions or concerns you may have.Thank you in advance for
your prompt handling of this request.
Regards,Joe
Joseph Bagley(Capt.
