M <br /> L15 <br /> �-I <br /> s <br /> SAN JOAQUIN RTD RETURN TO COMPLIANCE EXPLANATION SHEET SUPPLIMENTAL <br /> INSPECTION DATE 9/25/2017 <br /> Submitted to the county 3/6/2018 <br /> Violation Number Comments <br /> On 3/1/2018 a complete AS build drawing of the system was submitted on CERS. <br /> 105 this drawing clearly shows the location of all sensors and all the piping. <br /> The drawing is the original AS build drawing and is very detailed it includes all of the <br /> Item that you requested and there location <br /> During the year we repaired the supply line for tank 1.During this time tank 1 was shut <br /> 201 for an extended period of time.Tech were working on the system daily and there were <br /> many alarm during the repair period on tank 1 while it was shut down and under repair. <br /> After the repair was complete the system was tested and on 9/25/2017 passed all <br /> certification tests.After this repair and all of the problem it brought our in house <br /> operator Doug Smith has developed a plan where starting 9/25/2017 every alarm is numbered <br /> with a number and a year.Example 1-17 is the first alarm of 2017.This number is logged <br /> in the alarm log and the back up is numbered with the same number and placed behind <br /> the log.This will make it easy to match up the alarm and the back up.This should avoid <br /> confusion in the future. <br /> Doug Smith has sat down with Zane from Afforda test to completely go over the proper <br /> way to fill out monthly report so that all data is correctly reflected on the report.This was <br /> 209 started with the October 2017 report.We checked back with Zane in Jan 2018 and the <br /> Zane reviewed the documents and said the reports should now reflect correct information. <br /> There were alarms listed in this section that were not addressed with documents. <br /> I had Bagiley compile all <br /> of the documents that were generated during the repair period of 2017.1 attached them to <br /> the first compliance letter send on 10/20/2017.The attached documents are all that are <br /> in existence. <br /> As of September 2017 all alarms are now codes with a number on the log sheet and on the <br /> back up so the can be easily connected. <br /> Doug Smith sat down with Bagily DO and we talked about ways to improve on or monthly <br /> monthly reports. <br /> 301 Joe bagiley is currently working with EHD and the State water boards to get our Filter <br /> deflection funnel approved.He will be in touch to get this item completed. <br /> The daily inspection log was included in book 2.Every day Doug Smith personally will <br /> 2030 inspect the above ground piping of he will assign some on to do the inspection.The <br /> inspection will take about 10 munites.IF Doug is doing the inspection he will come back and <br /> record the inspection in the book.If another person is doing the inspection after the <br /> inspection they will call Doug and he will record the inspection in the book.The inspection <br /> log is all in Doug Smith hand writing.But the inspections are completed each day by him <br /> a person who he assigned.Also the employees that use the fueling system at night <br /> are trained and aware to watch for leaks and report them when needed. <br /> RECEIVED <br /> E® <br /> 0 6 2018 <br /> ENVIRONMENTAL <br /> HEALTH DEPARTMENT <br />
