Myrtle St., Stockton, CA 95205 <br /> The San Joaquin County Environmental Health Department (EHD) has completed the review of the <br /> application for a permit to repair the diesel leak inside the transition sump in the filter room on the <br /> underground storage tank (UST) system at the above noted address. Two options were approved; the <br /> conditions and required inspections are the same for both options. The permit has been approved with <br /> the following conditions: <br /> 1. Contact the local fire department and the San Joaquin Valley Air Pollution Control District for <br /> any applicable permits and requirements. <br /> 2. Any changes in information and scope of work must be submitted to EHD for approval prior to <br /> commencing work. All new addenda supersede the previous ones. <br /> 3. Contact Stacy Rivera at (209) 468-3440 to arrange the following inspection appointments (a <br /> 48-hour notice is required for inspection appointments). Please be aware that inspections for <br /> emergency work must be scheduled within five days of permit approval. <br /> a. Primary piping soap test: One hour pneumatic pressure test at 110% of operating pressure, <br /> or 40 psi, whichever is greater, of both diesel piping lines. <br /> b. Primary piping test: Witness tightness test performed by SWRCB licensed tank tester or <br /> receive passing 0.1 gallon per hour test results from the PLLD (if installed), of both diesel <br /> piping lines. A visual inspection is required for PLLD tested lines. <br /> c. Secondary piping soap test: One hour pressure test per manufacturer's guidelines, of both <br /> diesel piping lines. If there are no manufacturer's guidelines, test shall be performed using <br /> an applicable method specified in an industry code or engineering standard. <br /> d. Verification of Secondary piping slope, at 1/8 inch per foot or greater, to a containment sump <br /> with an audible/visual alarm. <br /> e. Verification of all pipe setbacks and burial depth according to the manufacturer's installation <br /> instructions. Verification of appropriate backfill. <br /> f. Integrity testing of the diesel transition sump per the manufacturer's installation instructions <br /> prior to backfill, and brine type verification and brine addition prior to backfill. <br /> g. Verification of brine communication in the diesel transition sump. <br /> h. Verification of continuous monitoring on both diesel piping lines and the diesel transition <br /> sump, once concrete is poured in accordance with the manufacturer's guidelines. <br /> i. Sampling under any removed piping and/or sumps. <br /> Please be aware that the facility cannot operate the UST system prior to the EHD <br /> inspection and approval. <br /> 1868 E.
