SANJ O 1` Q U I `IA,II, Environmental Health Department
COUNTY
Underground Storage Tank Program Inspection Report
Facility Name: Facility Address: Date:
COUNTRY MARKETPLACE 1 1789 W CHARTER WAY, STOCKTON March 28, 2018
SUMMARY OF VIOLATIONS
(CLASS I,CLASS II,or MINOR-Notice to Comply)
Item# Remarks
121 CCR 2712(f)Failed to submit a written response within 30 days of receiving an inspection report.
An inspection was last done on March 7, 2017 and an inspection report was issued identifying information to be
submitted to bring this site into compliance. This information was required to be submitted by April 06, 2017 . This
information has not been received resulting in a non-compliant status for this facility. An operator that receives an
inspection report shall have 30 days to submit a written response that includes a statement documenting corrective
actions taken or proposing corrective actions which will be taken. Ensure that a written response documenting
corrective actions taken or proposed is submitted within 30 days of receiving an inspection report.
This is a repeat violation, Class II.
201 CCR 2712(b) Failure to maintain monitoring, maintenance, and follow up action records.
Maintenance and monitoring records for the last three years were not found on site. The 2016 and 2017 monitoring
certification reports and the 2015 secondary containment report were not found on site. These records shall be
maintained on site for at least three years. Monitoring records include: (1)date and time of all monitoring or
sampling; (2)monitoring equipment calibration and maintenance records; (3)results of any visual observations; (4)
results of sample analysis performed a lab or in the field; (5)logs of all readings of gauges or other monitoring
equipment, ground water elevations, or other test results; (6)results of inventory readings and reconciliations.
Immediately locate and maintain all maintenance and monitoring records for the last three years on site and submit
copies to the EHD.
This was corrected on site.
This is a repeat violation, Class II.
319 CCR 2635(b)No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty.
The 87 octane direct-bury spill container failed when tested. All spill containers shall have a minimum capacity of
five gallons and be capable of containing a spill or overfill until it is detected or cleaned up. Immediately discontinue
deposition of petroleum into this tank until the component is repaired or replaced by a properly licensed, trained, and
certified contractor under permit and inspection of the EHD. If the spill container can't be replaced immediately,
there is a possibility that the 87 octane UST system may be red tagged to prevent fuel inputs.
This is a Class II violation.
Overall Inspection Comments:
Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
documenting the corrective actions that have been or will be taken for each violation, and any supporting
paperwork, by April 26, 2018 .
Note: The product lines for Dispensers 3/4, 7/8 and 11/12 were disconnected at the STP sump at time of testing
and the dispensers were removed. UDC monitoring for the mentioned dispensers has been ongoing during the
retrofit. Sensors at these UDC's underwent testing and passed. Line leak detectors were tested but only
dispensers 9/10, 5/6 and 1/2 had product lines operational. Line Leak Detector testing may have to be done
once full station is up and running.
FA0007486 PR0506538 SCO01 03/28/2018
EHD 23-01 Rev.10/31/2017 Page 5 of 6 Underground Storage Tank Program OIR
1868 E.
