Hwy 99, Stockton Program: UST
SUMMARY OF VIOLATIONS
CLASS I,CLASS II,or MINOR-Notice to Corn I
This is the report of the routine and annual monitoring certification inspection. The following violations
were observed: #5, 10 & 12, 13, 21
5. The response plan on site is not current. The response plan must be current and approved by the
EHD. A copy of the current response plan was submitted on site and was approved by EHD, and an
approved copy returned to you for your records. Retain a copy of the approved plan at the facility. This
violation has been corrected on site.
10 & 12. The 87/diesel octane annular sensor failed to activate an audible and visual alarm when tested
and, therefore, the tank is not monitored. The interstitial space shall be monitored with a monitoring
system connected to an audible and visual alarm system. The sensor was replaced and retested during
the inspection. Obtain a permit from the EHD for this work within one business day. If a permit is not
obtained within one business day, a "Failure to Obtain a Permit' penalty will apply.
13. The Bravo box float and chain in the UST Dispenser UDC sump failed to stop the flow of product at
the dispenser when tested. All monitoring equipment shall be maintained to activate an audible and
visual alarm or stop the flow of product at the dispenser when it detects a leak. The service technician
adjusted the chain and verified functionality. This violation has been corrected on site.
21. Liquid was observed in the 87-octane sump. If water could enter into the secondary containment by
precipitation or infiltration, it must be removed and disposed of properly. The liquid, about 1/3 gallon,
was removed by technician and disposed to a hazardous waste container. Ensure that the sump is
maintained free of liquid. This violation has been corrected on site.
NOTES
About 1/3 gallon of liquid which technician on site stated to be water from condensation, was removed
by technician from the underground secondary piping at the dispenser connected to the diesel above
ground tanks (AST). The water in the piping was not high enough to trigger the two AST sensors, which
were also tested and functionality was verified today. The liquid was disposed to hazardous waste
container.
ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122).
THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME A EHD'S CURRENT HOURLY RATE.
EH Insp ct
Received By: Title:
CONTINUATION FORM
EHD 23-02-003 Rev 08/10110
