MARKET STREET <br /> LINDEN,CALIFORNIA <br /> CONTRACT NO. 06AI895,TASK ORDER NO. 34,EA NO. 10-OY3600 <br /> E-FIS PROJECT NO. 10-1300-0181-0 <br /> Dear Mr.Goewert: <br /> In accordance with California Department of Transportation (Caltrans) Contract No. 06A1895, Task <br /> Order (TO) No. 34, Expense Authorization (EA) No. 10-OY3600, and E-FIS Project <br /> No. 10-1300-0181-0, we are submitting this Report documenting the removal of a fuel underground <br /> storage tank (UST) encountered during utility installation in Caltrans right-of-way (ROW) at the <br /> northeast comer of State Route 26 and N. Market Street (the Site) in Linden, California. The <br /> approximate site location is depicted on the Vicinity Map,Figure 1,and Site Plan,Figure 2. <br /> BACKGROUND <br /> Comcast encountered a previously unknown UST within the Caltrans ROW during installation of a <br /> fiber optic conduit in October 2012. The fiber optic conduit was directionally drilled through the tank <br />` that was subsequently exposed in an exploratory excavation. <br /> The San Joaquin County Environmental Health Department(SJCEHD) was notified and performed a <br /> site inspection.According to the Notice to Abate dated October 24,2012,the SJCEHD inspector noted <br /> that the top of the tank was sheared off and the UST contained fluid but did not note any odor. <br /> Comcast's Contractor confirmed that the fluid was generated during the directional drilling operations. <br /> The Notice to Abate required permitted removal or proper in-place abandonment of the tank. <br /> We completed a geophysical survey and performed two soil borings (BI and B2)adjacent to the UST <br /> in November 2013 as reported in our December 11,2013, UST Site Investigation Report.No evidence <br /> of UST-related petroleum hydrocarbon impacted soil was identified. <br /> SCOPE OF SERVICES <br /> 6 <br /> Outlined below is a summary of the scope of services completed by Geocon: <br /> ` • Removal and disposal of non-hazardous waste UST solid contents. <br /> • Removal and scrap metal recycling of the UST. <br /> • Soil sampling and analytical testing per SJCEHD permitting requirements. <br /> 3160 Gold Valley Drive,Suite 800 0 Rambo Cordova,CA 95742-7515 111 Telephone 916.852.9118 ■ Fax 916.852.9132 <br />
