regulations. Operating permits for Erickson and Gibson are included in the GMP at the
end of Section D, Safety and Health Program, under Disposal Facilities.
After the tank removal, if the soil is determined by the COR to be contaminated, an
additional 2 feet of soil will be excavated below the invert of the tank. Three soil samples
will be analyzed to determine if all contaminated soil has been removed. If contamination
is still present, the COR will provide direction concerning further sampling and site
remediation. Resurfacing may not be necessary.
Tank excavation will be backfilled with uncontaminated soil, pea gravel, and/or imported
clean fill, and compacted to the percent maximum density specified in theSection B4.4.1
(Backfill) of the GMP. It will be final graded to match the original grade of the site.
C3.5 Task 5 - Sampling and Analysis of Liquids and Soil
Liquids such as tank contents and rinsate, and contaminated soil from the stockpile will be
analyzed for disposal purposes. Soil from bottom of the excavation will be sampled to
determine if all contaminated soil has been removed. Soil sampling locations will be
determined by the COR during the field operations. Analytes will include lead using EPA
Method 7421, total petroleum hydrocarbons (TPH)-purgeable and TPH-extractable using
CA DHS LUFT Method, and aromatic hydrocarbons using EPA Methods 8020.
• C3.6 Task 6 - Preparation of Tank Closure Report
A Tank Closure Report will be prepared after completion of work following the outline in
the IDC. The report will include the following:
• A cover letter certifying that all services have been performed in accordance with
the terms and specifications of the contract.
• A narrative report describing the condition and contents of the tank and piping, and
signs of leaks.
• Quantities of tank contents, piping, and soil removed.
• A summary of laboratory analysis results of fuel, soil, and rinsate, along with
sampling locations.
• Materials and methods used to backfill excavations.
• Copies of all analyses performed for disposal and manifests.
. Copies of applicable permits.
• Copies of all disposal certifications.
C-6
