0 0 <br /> 513.5.2 Stockpiling of Excavated Material <br /> . Topsoil will be stockpiled separately from soil excavated from around and below the tank <br /> based on visual inspection and field screening techniques. As a minimum, an organic <br /> vapor analyzer (OVA) will be used to determine if excavated material is contaminated in <br /> accordance with the State or local implementing agency. Field screening for <br /> contaminants other than petroleum products will be identified in the site specific health <br /> and safety plans. The State or local implementing agency may require laboratory testing <br /> of stockpiled soil to determine if it is suitable backfill. Material which is contaminated will <br /> be stockpiled separately from clean material. In such a case, soil samples will be <br /> collected and analyzed for the appropriate contaminants. Contaminated soil may be <br /> stored temporarily at the site during field work. Temporarily stored contaminated material <br /> will be placed on an impermeable geomembrane a minimum of 30 mils thick, and <br /> covered with a minimum 10 mils sheet of geomembrane securely fastened to the <br /> ground. The local county or Air Pollution Control District (APCD) may require a permit be <br /> issued to temporarily stockpile contaminated material for more than 90 days. <br /> Volatile organic emission controls shall be provided in conformance with the local APCD <br /> or Air Quality Management District guidelines for control of volatile organics from <br /> contaminated soil stockpiles. <br /> 513.5.3 Inerting <br /> • All appurtenances in the excavation zone will be removed and capped, except those <br /> connections necessary to purge the tank. The tank will be inerted by using at least 20 <br /> pounds of dry ice per 1,000 gallons of tank volume. The sales receipt will be filed for <br /> verification of the amount of dry ice used. The tank atmosphere will be continuously <br /> monitored for combustible vapors and oxygen deficiency. <br /> 513.5.4 Tank Removal <br /> Under no circumstances will a tank be removed from the excavation without the <br /> approval of the project manager. The tank will not be removed until the tank atmosphere <br /> is below 20% of the Lower Explosive Limit (LED) and the oxygen content of the tank is <br /> less than 5%. Tanks will be removed using cranes or other equipment capable of lifting <br /> the load within the manufacturers specifications and limitations. <br /> 513.5.5 Inspection <br /> State and local agency regulations may require a State or local representative be <br /> present to inspect tanks at any point during tank removal and/or oversee sampling <br /> activities. Tank removal activities will comply with all State and local inspecting <br /> requirements, and advanced notice of tank removal/testing will be given to the <br /> appropriate agency. As a minimum the Fire Protection District and the Hazardous <br /> • Materials Division (HMD) will be contacted no less than 48 hours prior to any necessary <br /> test or inspection. <br /> 3 <br />
