The PWP, which was prepared by CKY Inc. on behalf of <br /> the US Army Corps of Engineers (USACE), was forwarded to our office by the USACE on May 15, 1995. In <br /> general,the PWP adequately describes the procedures to be used during the planned removal of one 10,000 <br /> gallon underground fuel storage tank. The USACE must also obtain concurrence with the PWP from the San <br /> Joaquin County Environmental Health Division to ensure that the proposed procedures follow its guidelines and <br /> requirements. <br /> The PWP references a General Management Plan(GMP),which was not included as part of the submittal. The <br /> USACE should submit a copy of the GMP, as well as any other pertinent reports on the site that have been <br /> prepared,to our office to complete our files. At the present time, <br /> the PWP and the INPR are the only reports <br /> that we have on file concerning this site. The PWP only addresses work related to the removal of this one <br /> 10,000 gallon tank. According to the Inventory Project Report (INPR) for this site, dated January 1990,there is <br /> also an 8,000 gallon underground fuel storage tank at the site that may have been used by the Department of <br /> Defense. An explanation of why the removal of this tank is not addressed in the PWP should be provided. <br /> It is our understanding that the San Joaquin County Public Health Services Department will be the lead <br /> regulatory agency for the actual tank removal. Since this is a formerly used defense facility,the Regional Water <br /> Quality Control Board, Central Valley Region will be the lead regulatory agency on the site for water quality <br /> concerns, including underground storage tanks, if evidence collected during the tank removal indicates therelease a <br /> threat to water quality, or any soil contamination extends beyond the depth of overexcavation. As such, p <br /> forward a copy of the Tank Closure Report to our office for review. The Technical Report should also contain <br /> recommendations for further site investigation and remediation, if required, in addition to summarizing the <br /> results of the fieldwork conducted during the tank removal, as described in the PWP. Also,please submit a <br /> copy of the proposed schedule for the site work to our office.
