Mackenzie) <br /> SUBJECT: JUSTIFICATION FOR TEE 65% SURROGATE RECOVERY <br /> REFERENCE: (1)SW 846, REVISION 0, SEPTEMBER 1986 <br /> (2) SW 846, REVISION 1, JULY 1992 <br /> (3)USEPA CONTRACT LABORATORY PROGRAM, REVISION <br /> OLM02.1 <br /> 1. Background: Reference(2)has superseded reference(1). Therefore, the surrogate recovery <br /> criteria based on ±20%of the spiked amount is no longer used. <br /> Furthermore, reference(2)should now be used as the current source for EPA guidelines in this <br /> project. In particular, Chapter 1 "Quality Control," states that the surrogate recovery criteria <br /> should be established on a case-by-case basis, taking into consideration the project and data <br /> quality objectives. <br /> For this project, USACE has chosen to follow the guidelines set forth by reference(3). Reference <br /> (3) is used by the U. S. Environmental Protection Agency to implement environmental <br /> investigation and cleanup activities as mandated by the Comprehensive Environment Response <br /> Compensation, and Liability Act of 1980(CERLA)and the Superfund Amendments and <br /> Reauthorization Act of 1986(SARA). <br /> Specifically, on page A-3 of reference(3), it states that any useable data that is obtained in an <br /> investigation of a hazardous waste site(this includes remedial investigations/feasibility studies and <br /> remedial design)can be used to determine when remedial actions are complete. <br /> To monitor the performance of the soil sample analyses for gasoline, bromofluorobenzene was <br /> chosen as the surrogate and the minimum recovery was set at 65%. <br /> (Note: This percentage recovery is more stringent than the EPA recommended criteria of 59% <br /> as shown on page D-60NOA of reference(3). Also, this criteria was earlier stated in the <br /> documents and work plans for this project which was accepted by the regulator) <br /> 2. Action.
