CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION JUN 17 2016 <br /> MONITORING AND REPORTING ORDER NO. R5-2016-0822 <br /> CALIFORNIA WATER CODE SECTION 13267 <br /> FOR <br /> VALLEY PACIFIC PETROLUEM SERVICES <br /> 930 VICTOR ROAD, LODI <br /> SAN JOAQUIN COUNTY <br /> This Order is issued to Valley Pacific Petroleum Services (VPPS, hereafter Discharger) <br /> pursuant to California Water Code section 13267, which authorizes the Assistant Executive <br /> Officer of the Central Valley Regional Water Quality Control Board (hereafter Central Valley <br /> Water Board) to issue a Monitoring and Reporting Order (Order). <br /> The Assistant Executive Officer finds: <br /> INTRODUCTION <br /> 1. The site is located at 930 Victor Road in Lodi, San Joaquin County (Site) and is an <br /> operating bulk fuel terminal. The Site consists of five 12,000-gallon aboveground storage <br /> tanks (AGTs) containing diesel and one 12,000-gallon AGT containing gasoline, The Site <br /> previously had one 1,000-gallon AGT containing kerosene and one 275-gallon AGT <br /> containing solvents, which were removed about 10 years ago. <br /> 2. VPPS owns and operates the Site. Therefore, VPPS is named in the Order. <br /> 3. Investigations have shown that elevated levels of total petroleum hydrocarbons as gasoline <br /> (TPHg), TPH as diesel (TPHd), benzene, and methyl tert butyl ether (MTBE) are present in <br /> groundwater at the Site, which flows generally in a southerly direction and is about 60 feet <br /> below ground surface (bgs). This pollution has impaired the beneficial uses of groundwater <br /> resources at the Site. <br /> 4. In 2012, the Discharger began operating a soil vapor extraction (SVE) system at the Site. <br /> 5. The Order is issued by the Central Valley Water Board, pursuant to California Water Code <br /> (CWC) section 13267 and is necessary to delineate groundwater pollutant plumes and <br /> evaluate whether remediation efforts are effective. <br /> 6. Existing data and information about the Site show the presence of various chemicals, <br /> including TPHg, TPHd, and MTBE emanating from the property and resulting from the <br /> Discharger's past operation. The Discharger is responsible for the discharge because the <br /> Discharger owns the property and operates a bulk fuel terminal on the Site. <br /> 7. The Discharger shall not implement any changes to this Order unless and until a revised <br /> Order is issued by the Assistant Executive Officer. The Order replaces the requirements <br /> listed in Order No. R5-2002-0827, which was issued on 14 August 2002. <br /> 8. Prior to construction of any new groundwater monitoring or extraction wells, and prior to <br /> destruction of any groundwater monitoring or extraction wells, the Discharger shall submit <br /> plans and specifications to the Central Valley Water Board for review and approval. Once <br /> installed, all new monitoring wells shall be added to the monitoring program and shall be <br /> sampled and analyzed according to the schedule provided under the 'Required Actions' <br /> section of this Order <br />
