Stockton Promenade—N. Edisonfreet USTs& Utility Corridors • Page 4
Underground Storage Tank Removal Report June 8,2009
WKA No,1145.09
1.4 City of Stockton Records
During research of City of Stockton records the RDA identified City Council Resolution No.
2907 dated May 21, 1918, citing approval to the Standard Oil Company for the installation of
"one 1,200 gallon capacity tank at the intersection of Tuleberg Levee and Edison Street." A
copy of the City's resolution No. 2907 is provided as Appendix A. This historical
documentation corresponds with the location, dimensions, and general age of Tank#1 removed
during this assessment. To date, documentation concerning the presence, age, use, or ownership
of Tanks#2, #3, and#4 has not been identified.
2.0 UST REMOVALS
Two exposed vertical pipes, suspected to be evidence of one UST (Tank#1), were observed
during soil removal activities in September 2008 at the adjacent Stockton Promenade
' construction project. A preliminary estimate of the UST size, as measured by probing the tank
for dimensions, was approximately 1,200 gallons, and the UST (Tank#1) appeared to be
partially full with liquid based on probing of the vertical pipes. During the removal of Tank#1,
' a second UST (Tank#2) was identified immediately adjacent to the east of Tank #1. Tank#2
was approximately 550 gallons in size. Two additional USTs (herein referred to as Tank#3 and
Tank#4) were identified in the same area as the first two USTs and both were approximately
1,000 gallons in capacity(Figure 3).
' Because the site is in an area of identified archeological resources, and as requested by the RDA
for previous excavation activities along the Stockton Promenade, WKA coordinated all UST
excavation activities with Pacific Legacy, a cultural archeological consulting firm located in
Berkeley, California. Pacific Legacy arranged to have a Native American representative on-site
during planned test pit excavation activities.
The following sections summarize UST removal, confirmation sampling, and subsequent
subsurface assessment activities.
' 2.1 UST Removal & Cleaning
On November 19, 2008, Johnson Petroleum Construction Inc. (Johnson Petroleum) acquired
' UST removal permit number SR0055962 from San Joaquin County Environmental Health
Department(SJCEHD). A copy of the permit is located in Appendix B. A Health and Safety
' Plan was also prepared by WKA for the project. `
