The vent and vapor recovery lines for old systems (install prior to July 2003)are not regulated by my
department. If concrete is broken over or near the product pipes or tanks then a permit is required.
Note that new systems built after July 2003 are fully regulated by my department and vent/vapor line repairs will
require a permit.
Also check fire and air district jurisdictions for their requirements.
Garrett Backus
Senior Registered Environmental Health Specialist
San Joaquin County Environmental Health Department
600 E Main Street, Stockton CA 95202-3029
telephone:(209)468-2986
fax: (209)468-3433
email: gbackus@sjcehd.com
From: Randy Brown [mailto:rbrown@grinc.com]
Sent: Tuesday, August 10, 2010 2:41 PM
To: Garrett Backus [EH]
Cc: wcamarda@grinc.com
Subject: PG&E 40404 West Lane, Stockton, Ca.
Hi Garrett,
Attached is a couple photo's of the boots PG&E would like us to replace.Alex Steele(PG&E's
environmental specialist)says he talked with you about this and there was no permits needed to replace
these boots. Could you please confirm with the following scope. We will remove about a 2' x 3' square of
concrete around base of vents. We will cut off the existing boots and slide new boots over vents and
fasten.Pour back concrete to match existing. No underground piping will be disconnected or removed at
any point during this work. We will slide the boots down from the above ground NPT coupling.
Thanks,
Randy Brown
Gettler-Ryan Inc.
Mobile-916-826-6828
Office-916-631-1300 ext 14
8/10/2010
