Monitoring equipment shall be maintained to be <br /> able to detect a leak at the earliest possible opportunity. The service technician placed the 208 sensor in an upright <br /> position in the diesel UDC. <br /> This was corrected on site. <br /> This is a Class II violation. <br /> 315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> Liquid was observed in the diesel submersible turbine pump (STP) sump on the north side (approximately one-half <br /> cup) and the south side (approximately one-quarter cup) of the sump; and liquid was observed in the vent sump <br /> (approximately one gallon covering approximately one-quarter inch of the bottom of the vent sump). If water could <br /> enter into the secondary containment by precipitation, or infiltration, it must be removed and disposed of properly. <br /> The technician removed the liquid from the diesel STP sump and the vent sump and placed the liquid into the <br /> hazardous waste drum. Continue to monitor the diesel STP sump and the vent sump and if liquid returns, contact a <br /> properly licensed, trained, and certified contractor to correct the problem under permit and inspection of the <br /> Environmental Health Department(EHD). <br /> The violation was corrected on site. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by October 12, 2016. <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br /> applicable), and the Owner Statement of Designated Operator Compliance.
