Wilson Way <br /> Stockton, California <br /> Dear Mr. Shih: <br /> This letter responds to the UST Program Inspection Report and Hazardous waste <br /> generator program inspection report by San Joaquin County Environmental Health <br /> Department(EHD), dated April 22, 2005,for the ARCO facility identified above. <br /> 1. Alleged Violation: The UST Program Inspection Report stated,"Designated <br /> Operator's report was reviewed and can not locate the inspection report on March 2005. <br /> This inspection is required monthly. Immediately investigate why there is no March <br /> inspection&provide statement to this office by 5/22/05." In the corresponding Violation <br /> checklist, a check was placed next to, "CCR 2715, Designated Operator(a) statement <br /> from UST owner; (c-e)Monthly Inspection; (f)Employee training." In addition, <br /> inspection report stated, " * Certification of Return to Compliance (see back of inspection <br /> report) shall be completed& submitted with statement by 5/22/05." <br /> Response: The monthly Designated UST Operator inspection was conducted on March <br /> 15, 2005, for this facility,by BP's vendor; Delta Environmental. The designated operator <br /> for this site indicates that a copy of his inspection report was left on site upon completion <br /> of monthly inspection. The designated Operator's are required and trained to place a copy <br /> into the `Compliance' binder for each BP owned facility. Upon investigation by me, it <br />
