Underground Storage Tank Program Inspection Report <br />Date: <br />December 06, 2017 <br /> Facility Address: <br /> 1434 W Yosemite Ave, Manteca <br /> Facility Name: <br /> Colonial Energy CE 40134 (DBA Power Mart) <br />San Joaquin County <br />Environmental Health Department <br />1868 East Hazelton Avenue, Stockton, California 95205-6232 <br />Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.sjgov.org/ehd <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 209 CCR 2715(c) Designated operator did not inspect all required items and/or the inspection reports not completed. <br />The designated operator (DO)-Ryan Monte- failed to document all the alarms from the attached alarm history on the <br />1/29/2017 and 2/28/2017 designated operator monthly inspection report and failed to check that they were <br />responded to appropriately. <br />The missing alarms include: <br /> 1/9/2017: an L1 Super Sump STP SUMP fuel alarm occurred <br /> 2/9/2017: an L5 Reg Sump STP SUMP fuel alarm occurred <br /> During the monthly inspection, the designated operator shall review the alarm history for the previous month, <br />check that each alarm was documented and responded to appropriately, and attach a copy of the alarm history with <br />documentation taken in response to any alarms to the monthly report. Ensure that designated operators performing <br />monthly inspections at this facility are including all of the required information on the reports. <br />The designated operator failed to check and note the correct test dates for the secondary containment testing on <br />the December 2016, January 2017, February 2017, March 2017, April 2017, May 2017 and June 2016 designated <br />operator monthly inspection report. The date when the secondary containment test was completed was 8/3/2017. <br />The DO (Ryan Monte) noted it was 12/15/14. During the monthly inspection, the designated operator shall check <br />that all required testing and maintenance for the UST system have been completed and document the dates they <br />were done. Ensure that designated operators performing monthly inspections at this facility are including all of the <br />required information on the reports. <br />The designated operator (Moglesby) failed to visually inspect the spill containers for leaks, water, or debris during <br />the 7/17/2017 monthly inspection. During the monthly inspection, the designated operator shall visually inspect all <br />spill containers and UDC sumps, and any tank top sump that had an alarm for which there is no record of a service <br />visit. Ensure that designated operators performing monthly inspections at this facility are inspecting all of the <br />required areas and noting it on the on the reports. <br />This is a repeat violation, Class II. <br /> 315 HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of (pre-Jul 2003). <br />Liquid was observed in the 87 grade and 91 grade fill sump. If water could enter into the secondary containment by <br />precipitation or infiltration, it must be removed and disposed of properly. The service technician removed 1.5 <br />gallons of liquid from the 87 fill sump and 1.5 gallons of liquid from the 91 grade sump. Ensure that all sumps and <br />annular spaces are maintained free of liquid. <br />This was corrected on site. <br />This is a minor violation. <br /> 318 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. <br />The 89 grade line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of <br />detecting a 3-gallon per hour leak at 10 psi. The leak detector was replaced and retested during the inspection.
