UST Closure Report • <br /> ABF Freight System,Inc. <br /> Manteca,California Page 1 <br /> • 1.0 INTRODUCTION <br /> This report presents the results of the underground storage tank(UST)removal project conducted <br /> at the ABF Freight System, Inc. facility at 2427 West Yosemite Avenue, Manteca, California. <br /> The work was conducted on behalf of ABF Freight Systems, Inc. of Fort Smith, Arkansas. <br /> The contract, dated January 16, 1998, entailed the removal and disposal of a 10,000-gallon diesel <br /> fuel tank and associated piping. Modification # 1, dated March 19, 1998, modified the contract <br /> to include removal and disposal of existing diesel fuel, purging and sampling of groundwater, <br /> and upgrading of the surface finish to concrete. Modification # 2, dated March 20, 1998, <br /> modified the contract to include transport, disposal and replacement of contaminated soil <br /> removed during the tank removal. Modification # 3, dated April 8, 1998, modified the contract <br /> to include a subsurface investigation of the property. <br /> 1.1 Purpose and Scope <br /> The primary objective of the project was to remove a 10,000-gallon diesel fuel UST and <br /> associated piping. Soil and groundwater samples were collected and analyzed during removal <br /> activities to satisfy UST closure requirements of the County of San Joaquin Public Health <br /> Services, Environmental Health Division. The scope of work included the following tasks: <br /> • Obtaining state, regional, and local regulatory agency permits; <br /> • Preparing and submitting a work plan for approval to the appropriate regulatory agencies; <br /> • Locating underground utilities near the excavation area; <br /> • Removing the 10,000-gallon UST and associated piping; <br /> • Disposing of the 10,000-gallon UST at a certified hazardous waste facility <br /> • Sampling to determine impacts to the soil and groundwater; and <br /> • Site restoration. <br /> 1.2 Report Organization <br /> The remainder of this report is organized into the following sections: <br /> • Site description and background; <br /> • Field activities; <br /> • Sampling and analytical program; <br /> • Results of chemical analyses; <br /> • Materials handling and disposal; <br /> • Site restoration; and <br /> • Conclusions and recommendations. <br /> All figures appear in Appendix 1. Photographs of the UST removal are presented in Appendix 2. <br /> A copy of all analytical data is presented in Appendix 3, while all chain of custody <br /> documentation is presented in Appendix 4.
