UST Closure Report • • <br /> ABF Freight System,Inc. <br /> Manteca,California Page 3 <br /> • 3.1.2 Equipment <br /> Equipment used during the UST removal and excavation work included a 6,000-gallon Vacuum <br /> Truck, a Case 580L Backhoe, a 30-ton hydraulic truck crane, and various hand tools. <br /> 3.1.3 Permitting <br /> An Underground Storage Tank Closure Permit was obtained from the County of San Joaquin <br /> Public Health Services, Environmental Health Division. A copy of the UST closure application <br /> is located in Appendix 7. <br /> 3.2 Deviations from Project Work Plan <br /> There were no deviations from the project work plan. <br /> 3.3 UST Removal and Sampling <br /> UST removal activities were conducted at the site during the period of March 16 through 18, <br /> 1998. All UST removal activities were conducted under the direction of Mr. Steve Essert of <br /> CAL INC. Earthwork activities, including excavation, UST rigging and removal, and backfilling <br /> were conducted by CAL INC. A description of the regulations applicable to the work and a <br /> 40 detailed description of the UST removal activities are presented in the following sections. <br /> 3.3.1 Applicable Regulations <br /> The UST closure was conducted in accordance with the requirements of 40 CFR Part 280, <br /> Technical Standards and Corrective Action Requirements for Owners and Operators of <br /> Underground Storage Tanks (UST). Potentially hazardous materials including the UST, <br /> contaminated soil, and tank contents were profiled pursuant to the requirements of 40 CFR Part <br /> 261, Identification and Listing of Hazardous Waste. <br /> In the State of California, UST removal projects are regulated under California Code of <br /> Regulations (CCR) Title 22. State and local regulation implementation was directed by the local <br /> enforcement agency, the County of San Joaquin Public Health Services, Environmental Health <br /> Division. The County of San Joaquin was notified prior to UST removal and sampling. A <br /> representative of this agency was present at the time of removal and sampling. <br /> 3.3.2 Excavation <br /> The UST was found to contain approximately 500 gallons of diesel fuel. On March 16, 1998, <br /> American Valley Environmental Services, Inc. of Turlock, California removed the contents of <br /> the UST by using a vacuum truck. The contents were transported to the Americlean, Inc. facility <br /> • at Silver Springs, Nevada, where it was recycled. Americlean, Inc. did not require sample <br /> analyses prior to disposal.
