Grant Line Rd., Tracy, CA 95376 <br />On April 13, 2004, a monitoring system certification and line leak detector tests were <br />performed without a witness from the San Joaquin County Environmental Health <br />Department (EHD) due to staff unavailability. All sensors and leak detectors passed, <br />and a report was submitted to this office (Attachment 1). Spill containers were not tested <br />at this time. <br />On September 8, 2004, spill containers were tested but a report was not submitted to <br />this office until January 5, 2005 (Attachment 2). The 89 -octane spill container failed a <br />one hour lake test. <br />On October 19, 2004, Mr. Steven Shih, Senior Registered Environmental Health <br />Specialist (RENS), EHD, performed routine underground storage tank (UST) and <br />hazardous waste inspections. During the UST inspection, Mr. Shih found that current <br />financial responsibility documents had not been submitted to the EHD, and current <br />monitoring and response plans were not found on site. A report was left on site <br />(Attachment 3). <br />During the hazardous waste inspection, Mr. Shih found that Grant Line Valero did not <br />have a valid Environmental Protection Agency (EPA) identification number to manage <br />hazardous waste, a modified contingency plan and emergency coordinator, or a <br />
