The applications and plans for all sites have been revised pursuant to the complete
list of comments. We hope this will facilitate the Department's coordinated review of the four locations.
The following outline provides each of your comments in italics exactly as written, along with a narrative
response describing how each comment was addressed:
COMMENTS PROVIDED BY: THUY TRAN,SENIOR REHS/TELEPHONE: (209)468-8257
3250 WEST GRANTLINE ROAD,TRACY,CALIFORNIA 95377
COSTCo Loc. No.658/OUR JOB No. 10050
COMMENTS PROVIDED BY: THUY IRAN,SENIOR REHS/TELEPHONE: (209)468-8257
2440 DANIELS STREET,MANTECA,CALIFORNIA 95337
COSTCo Loc. No. 1031 /OUR JOB No. 12919
1. Page 4 of the Application for Underground Storage Tank installation Permit indicates that
Enhanced Leak Detection (ELD) must be performed prior to the final inspection. A separate
permit application is required to install ELD. Submit the required application and fees.
Response: A complete ELD permit application package has been submitted for the Lodi
location. We will submit the ELD permit application packages for Manteca, Tracy and
Stockton as soon as the contractor forwards them to our office. It is our understanding that
the ELD Permit will be issued to Jones Covey Group, Inc. in conjunction with the UST Retrofit
and Installation Permits for each site.
2. Page 7 section G of the Application for Underground storage Tank Installation Permit lists an
OPW 61fSTOP-2000 as the overfill prevention at 95%. However, an OPW61fSTOP is
approved for aboveground storage tanks. Choose equipment that is approved for
underground storage tanks. Correct the discrepancies. Submit corrected version.
Response: The mechanical valve is not the proposed overfill prevention method. In
addition, due to the fact that the underground fuel additive tank receives a pressurized
delivery from the tanker truck, the only suitable fuel drop tube is the 611STOP-2000.
Although typically used for aboveground storage tanks (ASTs), the function has been
reviewed, revised and approved by Containment Solutions and OPW. See the enclosed
10050.003.dm
