Please address the following items and send <br /> updates to the EHD to complete the application. The permit application is not approved at this <br /> time. <br /> 1. The overfill prevention method for the Lubrizol tank must be in compliance with Title 23 <br /> California Code of Regulations section 2635(b)(2). Only one of the methods listed in this <br /> section is required. The method listed in the monitoring plan is used to satisfy the regulation. <br /> Other methods can be also be used in addition. <br /> One method is "external audio/visual alarm set at 90% of tank capacity" which was initially <br /> written in the Lubrizol tank monitoring plan. This statement can be returned to the comments <br /> section of the Lubrizol monitoring plan and the external audio/visual alarm will be tested during <br /> the install. Also add this method to page 7 of the install permit application. <br /> A second method is "Provide positive shut-off of flow to the tank when the tank is filled to no <br /> more than 95 percent of capacity' which cannot be used with an OPW 61fSTOP since a "tight <br /> shutoff is not achieved in the closed position," according to the OPW cut sheet. <br /> A third method is 'Restrict delivery of flow to the tank at least 30 minutes before the tank <br /> overfills, provided the restriction occurs when the tank is filled to no more than 95 percent of <br /> capacity; and activate an audible alarm at least five minutes before the tank overfills." <br /> If the third method will be listed in the monitoring plan to satisfy the 2635(b)(2) regulation then <br /> provide the following to use the third method: tank chart for the Lubrizol tank to determine the <br /> proper OPW 61fSTOP length for 95% shutoff, OPW 61fSTOP instructions to set the valve at <br /> 95% tank capacity, and assurance that the Lubrizol delivery into the tank will be maintained at <br /> 25 gallons per minute as per the OPW 61fSTOP specification. Also include the following <br /> statement in the monitoring plan comments: "Overflow prevention is achieved by restricting <br /> delivery of flow to the tank at least 30 minutes before the tank overfills, provided the restriction <br />
