Armstrong
Barghausen Consulting Engineers, Inc.
1821572 nd Avenue South
Kent, Washington 98032
Re: Costco #38, 1616 E Hammer Lane, Stockton, CA 95210 SR0066145
The San Joaquin County Environmental Health Department (EHD) has reviewed the application
for a permit to install a Lubrizol tank and retrofit the existing sumps on the underground storage
tank (UST) system at the above noted address. Please address the following items and send
updates to the EHD to complete the application. The permit application is not approved at this
time.
1. The Lubrizol tank interstitial sensor is labeled several different ways: "hydrostatic sensor-
single float", 794380-302 in page T-5 of the plans and 794380-303 on the application page 8.
The Lubrizol tank monitoring plan and map lists 794380-303.
The 302 and 303 sensors are "hydrostatic sensor-dual float'. Correct the sensor description
on page T-5 of the plans and make the sensor number the same on the application and the
plans. Update the Lubrizol tank monitoring plan as needed.
We require a dual float sensor.
2. The overfill prevention method indicated in the UST monitoring plan comments section for
the Lubrizol tank is "Audible and visual alarm set at 90% of tank capacity".
This statement contradicts page 7 of the application which states an OPW 61fSTOP-2000
mechanical valve will be used for overfill prevention.
Please indicate in the application if both overfill prevention methods will be used and if an
external audio/visual alarm will be used for overfill prevention.
3. Please indicate on page 7 of the application regarding the deadmen tiedowns, what material
will be used to coat the steel components of the tiedowns to prevent corrosion?
4. Items 32-36 and 38 on page T-5 of the plans are Bravo brand penetration fittings for double-
walled sumps. The manufacturer's cut sheet provided was for single-walled fittings. Please
provide the double-walled cut sheets for the Bravo penetration fittings.
