The pipe layout was missing. A site plan must be <br />submitted identifying the locations where monitoring will be performed. Immediately log into the California <br />Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/ and upload a copy of the UST Monitoring Site <br />Plan. The general manager, Avtar Singh, added the pipe layout to the monitoring site plan and uploaded into CERS. <br />This was corrected on site. <br />This is a minor violation. <br /> 301 HSC 25292.1 UST system is not operated to prevent unauthorized release, including spills and overfills. <br />Fuel filters were observed outside of all under dispenser containments at the facility. The underground storage tank <br />system shall be operated to prevent unauthorized releases. Immediately contact a properly licensed, trained, and <br />certified contractor to replace or upgrade the component under permit and inspection with the EHD. <br />This is a Class II violation. <br /> 318 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. <br />The 87 grade VMI(LD2000) line leak detector failed to detect a leak when tested. All line leak detectors shall be <br />capable of detecting a 3-gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested <br />it, and it passed. <br />This was corrected on site. <br />This is a minor violation. <br /> 319 CCR 2635(b) No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty. <br />The 87 grade siphon tank direct-bury spill container failed when tested. All spill containers shall have a minimum <br />capacity of five gallons and be capable of containing a spill or overfill until it is detected or cleaned up. The service <br />technician replaced the testing cap that he used with a new cap. The spill container was retested for 60 minutes and <br />it passed. <br />This was corrected on site. <br />This is a minor violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by March 10th, 2018. <br />Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br />documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br />Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br />applicable), and the Owner Statement of Designated Operator Compliance.
