MEMORANDUM <br />July 7, 1988 <br />TO: Beth Ombacher, DOHS - TSCD <br />FROM: Diane M. Hinson, San Joaquin Local Heath District <br />SUBJECT: DVI - TOM'S BREAKING & HAULING, INC. <br />In response to your inquiry of the above referenced facility and recent <br />tank removal activities, below is a summary of events that should provide <br />clarification: <br />Feb. 2, 1988: The removal of 2-4,000 gallon tanks was aborted under <br />the DVI Fire Chief's authority becauge the contractor failed to <br />adequately inert tank #B2288DVI, and did not have laboratory <br />personnel on hand for soil sampling. See field notes attached. <br />Feb. 3, 1988: Removal of remaining tanks at the service station <br />continued. Excavation was open overnight, and groundwater had <br />accumulated in the pit bottom. A "grab" water sample was collected <br />by California Water Labs. <br />During removal activities at the Dairy/Farm Shop, 1 of 3 tanks <br />were removed. Evidence of groundwater contamination was <br />documented. <br />Feb. 4, 1988: The removal at DVI Dairy/Farm Shop continued with the <br />remaining 2 tanks. Additional "grab" water samples in addition <br />to soil samples were collected by California Water Labs. <br />Waste Oil sludge was present in the waste oil tanks located at the service <br />station. Consequently, the tanks were not removed until February 19, 1988. <br />See report and copy of Bill of Lading, attached. <br />Obvious contamination of the soil and groundwater was documented during <br />tank closures at two locations; the old service station operated on base, <br />and at the dairy/farm shop facility. <br />Personnel at DVI were instructed to secure excavated tank pits for safety <br />purposes pending the outcome of lab analyses, and direction for further <br />assessment by the appropriate regulatory agency. <br />The San Joaquin Local Health District does not direct property owners or <br />contractors to backfill excavations. Our recommendations are to safely <br />secure open pits. The owners may elect to backfill tank pits pending <br />further regulatory direction. <br />��-j <br />
