Box 2009 <br />Health Department <br />Stockton, CA 95201 <br />Dear Mr. Valinoti: <br />GEUTECHNICAL <br />CONSULTANTS, INC. <br />APR fcfs'e <br />ENVIKUtmt,\1AL HEALTH <br />FERM11/SERVICES <br />This letter is to transmit recommended leak detection plans for <br />state owned underground storage tanks in your county, and to <br />request your review and approval of the same. <br />Our firm has been retained by the Office of the State Architect <br />(OSA) to prepare underground storage tank leak detection plans <br />for state-owned facilities in central California. These plans, <br />once approved by respective county agencies, will be used to <br />implement leak detection programs and obtain operating permits <br />for these. As part of this process, OSA required that we contact <br />each facility manager and visit each underground storage tank <br />location. The information compiled was used to determine the <br />acceptable Monitoring Alternatives for the tanks at each <br />facility, as set forth in the California Underground Storage Tank <br />Regulations, California Administrative Code, Title 23 Waters, <br />Chapter 3 Water Resources Control Board, Subchapter 16. <br />We have recommended the Monitoring Alternatives we feel would be <br />most suitable for the tanks at each facility. We would <br />appreciate your review of the attached plans, and if you concur, <br />your approval of our preferred Monitoring Alternative. Please <br />indicate your approval of our preferred Monitoring Alternative on <br />the enclosed sign -off sheet. In some instances facility <br />personnel indicated that a permit had already been obtained or <br />applied for. In these cases we were, however, unable to obtain <br />a copy of the current permit at the time of our site visit. We <br />would appreciate your verification that a current permit has been <br />issued on those tanks. <br />For final permitting, OSA may choose to use any acceptable <br />Monitoring Alternative other than the preferred alternative <br />recommended by us. Therefore, your comments as to the <br />applicability of each alternative is requested. <br />
