Box 2009 <br /> Stockton, California 95201 <br /> Subject: Soil sampling during removal of underground gasoline tanks at ARCO Service <br /> Station No. 2076, 800-Kettleman Lane, Lodi, California. <br /> Ms. Cotulla: <br /> At the request of ARCO Products Company (ARCO), Applied GeoSystems has prepared <br /> this letter to discussing soil sampling methods we will use during removal of the gasoline <br /> tanks at the subject site. The soil sampling will be conducted by Applied GeoSystems of <br /> Sacramento, California immediately after the tanks are removed. <br /> Soil samples will be collected between 2 and 4 feet below the former tanks. We understand <br /> that the San Joaquin Public Health Services (SJPHS) requires an approved work plan to <br /> excavate soil greater than 4 feet below the existing tanks. A work plan to over-excavate the <br /> tank cavity will be submitted to the SJPHS before the tanks are removed. The tank <br /> replacement project will not begin until this work plan is approved by the SJPHS. <br /> Sampling will be conducted in accordance with the following three regulatory documents: <br /> (1) Regional Board Staff Recommendations for Initial Evaluation and Investigation of <br /> Underground Tanks, Tri-Regional Recommendations (California Regional Water Quality <br /> Control Board [CRWQCB] May 1989); (2) Regional Board Staff Recommendations for <br /> Initial Evaluation and Investigation of Underground Tanks,Tri-Regional Recommendations, <br /> Appendix A: Central Valley Regional Board Reporting Requirements (CRWQCB, April <br /> 1989); and (3) Leaking Underground Fuel Tank (LUFT) Field Manual: Guidelines for Site <br /> Assessment, Cleanup, and Underground Storage Tank Closure (CRWQCB, October 1989). <br /> A letter of acknowledgment and a signed Authorization to Release Analytical Data form <br /> is included as an attachment to this letter. <br />
