ENHANCED VAPOR RECOVERY l RJ
In March of 2000, the California Air Resources
Board adopted new, more stringent vapor recovery
requirements for gasoline dispensing facilities. The
new program is titled "Enhanced Vapor Recovery"
(EVR). EVR was developed to promote enhanced
vapor recovery system reliability and to seek further
vapor emission reductions to meet both California
and Federal Air Quality Requirements. These new
compliance requirements and certification proce-
dures for vapor recovery equipment constitute the
most stringent and comprehensive performance f°Y
and reliability requirements in existence for Vapor
Recovery Systems. Phase 1 EVR is now in force in
California. Additional EVR requirements, including'
those for Phase 2 vapor recovery equipment, will '-
be phased in based on the timeline defined in the
regulations (www.orb.co.gov/vapor/vopor.htm)...-
Outside of California, EVR, or certain components of
EVR, is being adopted or considered in many areas.
s
Some important new requirements for a certified
EVR Phase 1 System Include:
r
• EVR System Certification Test Protocol —All
Phase 1 vapor recovery components must now`°
be installed, tested; and certified as a complete
integral Phase 1 System.
• EVR System Efficiency — Must no,,,,, exceed
900/0 versus the 95/o previously required. }
• EVR System Performance — Allowable leak rates
or components such as spill container drain
valve, overfill valves, and pressure vacuum
/ents have been reduced by 50%
• -VR System Reliability — Operating test period
ror certification of a complete system has been
increased to a minimum of 180 days from the 90
day individual component test period previously
required. Periodic follow-up testing of the vapor
recovery systems and components.at gasoline
dispensing systems is required.
EVR, and ;ts technology -forcing standards,
t. 11;scA +I,C ( — fnr n+rnlc im nrn nnmon4
manufacturers and for tank owners.
