ENHANCED VAPOR RECOVERY l RJ <br />In March of 2000, the California Air Resources <br />Board adopted new, more stringent vapor recovery <br />requirements for gasoline dispensing facilities. The <br />new program is titled "Enhanced Vapor Recovery" <br />(EVR). EVR was developed to promote enhanced <br />vapor recovery system reliability and to seek further <br />vapor emission reductions to meet both California <br />and Federal Air Quality Requirements. These new <br />compliance requirements and certification proce- <br />dures for vapor recovery equipment constitute the <br />most stringent and comprehensive performance f°Y <br />and reliability requirements in existence for Vapor <br />Recovery Systems. Phase 1 EVR is now in force in <br />California. Additional EVR requirements, including' <br />those for Phase 2 vapor recovery equipment, will '- <br />be phased in based on the timeline defined in the <br />regulations (www.orb.co.gov/vapor/vopor.htm)...- <br />Outside of California, EVR, or certain components of <br />EVR, is being adopted or considered in many areas. <br />�s <br />Some important new requirements for a certified <br />EVR Phase 1 System Include: <br />r <br />• EVR System Certification Test Protocol —All <br />Phase 1 vapor recovery components must now`° <br />be installed, tested; and certified as a complete <br />integral Phase 1 System. <br />• EVR System Efficiency — Must no,,,,, exceed <br />900/0 versus the 95�/o previously required. } <br />• EVR System Performance — Allowable leak rates <br />or components such as spill container drain <br />valve, overfill valves, and pressure vacuum <br />/ents have been reduced by 50% <br />• -VR System Reliability — Operating test period <br />ror certification of a complete system has been <br />increased to a minimum of 180 days from the 90 <br />day individual component test period previously <br />required.
