" Environmental Health Division (EHD) policy is to <br /> demonstrate structural soundness by sampling for unauthorized releases beneath the tank <br /> system. <br /> In a workplan dated April 30, 1997 AGE proposed to advance four soil borings beneath the <br /> UST system to depths of 15 to 20 feet below surface grade. On May 27, 1997 drilling permit <br /> J#012614 was issued by the EHD. <br /> On June 19, 1997 a tank upgrade assessment was conducted. Boring B-1 was advanced to 20 <br /> feet with no detection of hydrocarbons.When Boring B-2 was advanced to a depth of 15 <br /> feet a slight hydrocarbon odor was noted in the sample.A Photo Ionizing Detector (PID) <br /> indicated 5 ppm of volatile organics in the sample. The 20 foot sample was returned with a <br /> PID reading of 35 ppm. <br /> Field detection of an unauthorized release precluded tank lining as an option. In addition, <br /> Section 2724 of the Underground Storage Tank Regulations states that the responsible party <br /> shall conduct investigations of the unauthorized release if there is evidence that <br /> contaminated soils are or may be in contact with surface or ground water. <br /> With the detection of petroleum hydrocarbons EHD requested that the boring be advanced <br /> to determine the vertical extent of the contamination.The boring was terminated at 45 feet <br /> below grade. Groundwater was encountered at 40 feet. The analytical results from the 40 <br /> foot sample indicate the presence of TPH-gas at 1000 ppm,Toluene at 10 ppm, <br /> Ethylbenzene at 9.4 ppm, and Xylenes at 63 ppm. <br /> A Notification of Hazardous Waste Discharge pursuant to Health and Safety Code 25180.7 <br /> was filed on June 20, 1997.An Underground Storage Tank Unauthorized Release <br /> Contamination Site Report was filed on June 20, 1997. <br /> A Division of San Joaquin County Health Care Services <br />
