I told Gary that I would like the Bill of Lading from the vacuum trucks so that I may verify the
disposition of the crude oil after it leaves the site. I told him I would like to know what they
plan on doing with the soil once it is excavated. Gary said that I should contact Karen Lew, the
Texaco environmental person, at (805) 327-0110.
I told Gary that I will leave now that the cleanup is in progress and that I would return to
monitor the progress of the cleanup.
Left site at 2:30
12/22/94
Arrived on site at 1:30
I met with Fernando Ramirez, area supervisor for Texaco, and Karl Barber, Geologist for SCS
Engineers. The pipeline has been repaired. Fernando said that there was a one inch hole in the
pipeline and the crude was under a couple of hundred pounds of pressure. About 300 barrels of
crude were removed by vacuum truck. Fernando said he will get me a copy of the truck bill of
lading. The soil around the broken section of pipeline appears to have been cleared of crude.
There is weathered solid waste in the excavation. The excavation is being backfilled at this time.
The removed solid waste has been placed on the active face. The storm drainage trench is being
excavated. The second containment area still has product. The contaminated soil is being
stockpiled on site and will be removed when a facility willing to accept it can be found.
Sampling of the stockpile well be based upon requirements of the waste facility. At this time
there is approximately 100 cubic yds of soil. Fernando said I will get a copy of the soil manifest.
The cleanup should be complete by tomorrow afternoon.
Left site at 2:42
12/23/94
Prop 65 Filed
Arrived at 2:30
I met Anne Cavazos, a geologist with SCS Environmental, I observed her taking soil samples
of the drainage ditch area for Gabe Karam. She is not going to sample the pit area. The pit area
has been graded (both pits) Anne observed the cleanup of the pit and tool pictures. I asked her
for a copy of her report. The soil stockpile is 40 feet x 120 feet x 4 feet high and has been
placed on visqueen and is covered with visqueen. A stockpile of this dimension is approximately
711 square yards.
Left site at 2:48
