A <br />Tracy, CA 95377 <br />Mr. Bernard and Ms. Jean Elissagaray <br />43 Blackhawk Club Court <br />Danville, CA 94506 <br />REQUEST FOR WASTEWATER CHARACTERIZATION REPORT, PROCESS <br />SPECIALTIES, INC., SAN JOAQUIN COUNTY <br />On 16 March 2011, the San Joaquin County Environmental Health Department (SJCEHD) <br />contacted the Central Valley Regional Water Quality Control Board (Central Valley Water <br />Board) about the wastewater discharge occurring at the Process Specialties Inc. (PSI) facility <br />at 1660 West Linne Road, Tracy, San Joaquin County. SJCEHD referred the site because of <br />the industrial process wastewater discharge occurring there. <br />At this time we are evaluating the discharge to determine which regulatory agency should <br />provide lead oversight of the discharge. The determination will be based partly on the <br />wastewater quality. Please submit a Wastewater Characterization Report by 21 June 2011. <br />The report contents are described below. <br />This request is consistent with Section 13260 of the California Water Code, which requires in <br />part, the following: <br />§ 13260. Reports; fees; exemptions <br />(a) All of the following persons shall file with the appropriate regional board a report of <br />the discharge, containing the information which may be required by the regional board: <br />(1) Any person discharging waste, or proposing to discharge waste, within any region <br />that could affect the quality of the waters of the state, other than into a community <br />sewer system. <br />Small volume discharges that are consistent with domestic wastewater are often regulated by <br />the local environmental health department. In this case, the SJCEHD can act as the lead <br />agency (pending City of Tracy approval as described below). If the wastewater is not <br />consistent with domestic wastewater, the Central Valley Water Board will act as lead agency. <br />The Wastewater Characterization Report will provide the information needed to make that <br />determination. <br />Site Inspection <br />On 30 March 2011, 1 visited the site to review the wastewater generated at the facility. The <br />water supply for the industrial process is an on-site groundwater well. The supply water is <br />treated using ion exchange media which is removed from the site when depleted and <br />regenerated elsewhere. <br />California Environmental Protection Agency <br />0Recycled Paper <br />
