Process Specialties, Inc. - 3 - 20 April 2011 <br />Reference material indicates domestic wastewater pH values vary from approximately 6.5 to <br />8.0, and pH should not fall outside the range of 6.0 to 9.0.1 Optimum treatment occurs at a <br />pH between 6.5 and 7.5. Please adjust your industrial wastewater to an acceptable pH range <br />of 6.0 to 9.0; the narrower target range of 6.5 to 7.5 is desirable. Please describe activities to <br />optimize pH neutralization and include the neutralization logs presenting the results. <br />Upon review of the supply and wastewater characterization, and the neutralization logs, we <br />will determine the lead agency responsibility. If the analytical results described above and pH <br />values fall within acceptable ranges, lead regulatory oversight for the facility can be handled <br />by the SJCEHD. However, because the facility is located within the City of Tracy, the facility <br />will need special dispensation from the City of Tracy for the SJCEHD to act as lead agency <br />(within the City borders). If the City does not provide the dispensation, or if the SJCEHD <br />elects to not act as the lead agency, the Central Valley Regional Water Board will prepare <br />WDRs for the discharge.
