An emergency coordinator is lacking. There must be at least one emergency coordinator on site or on call to coordinate emergency response measures, and the following information must be posted by a phone: the name and phone number of the emergency coordinator; location of fire extinguishers, spill control equipment, and if present, fire alarm; and the phone number of the fire department, unless the facility has a direct alarm. Immediately appoint an emergency coordinator and post the required information by a phone. A form is provided that can be used for this purpose. This is a minor violation. 105 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. At the time of inspection, it could not be demonstrated (not necessarily documented)that employees who handle hazardous waste were properly trained. The generator must ensure that all employees who handle hazardous waste are thoroughly familiar with proper waste handling and emergency procedures. Provide proof of training to the EHD for employees whose responsibilities include hazardous waste. This is a minor violation. 302 CCR 66262.34(d)(2) Failed to maintain required emergency equipment. Storage containers for waste absorbent were not found on site. The only storage drum for waste liquid was completely full. All facilities shall be equipped with an internal communication or alarm system, a device capable of calling outside emergency help, spill control equipment, and decontamination equipment at all times. Immediately provide spill control equipment and maintain on site. This is a minor violation. 601 CCR 66262.34(d) Stored hazardous waste onsite greater than 180 days. Facilities who generate less than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste stored on site at any time may store waste on site up to 180 days. A 55 gallon blue steel drum completely full of liquid was observed in storage area behind the building with a blank hazardous waste label. Since it cannot be determined how long the hazardous waste has been on site, immediately eantact•a licensed hazardous waste hauler to dispose of this waste under manifest.
