At the time of inspection, it could not be demonstrated (not necessarily documented) that employees who handle hazardous waste were properly trained. According to the employees on site, hazardous training is conducted in Walnut Creek every three years. The generator must ensure that all employees who handle hazardous waste are thoroughly familiar with proper waste handling and emergency procedures. Immediately provide training to all employees who handle hazardous waste and submit a copy of the training records to the EHD by February 4, 2013. 804. Used fluorescent bulbs were observed stored open and uncontainerized on a shelf in the shed next to the office. Universal waste lamps shall be contained in a closed container or package that is structurally sound, adequate to prevent breakage, and compatible with the contents of the lamp. Immediately containerize all universal waste fluorescent lamps/bulbs in accordance with Title 22 regulations. 808. Used fluorescent bulbs in the shed next to the office and a bucket of universal waste batteries in the shop were observed without labeling. A generator shall label or mark universal waste with the words 'Universal Waste' and the type of waste (batteries, mercury containing equipment, lamps/bulbs, electronic devices, CRTs, CRT glass, aerosol cans). Immediately label these wastes and ensure that all universal wastes are labeled with the required information. 812. Copies of universal waste disposal records were not found on site. A generator of universal waste shall keep a record of each shipment of universal waste on site for at least three years. The record may take the form of a log, invoice, manifest, bill of lading, or other shipping document, and shall include the following: - Name & address of destination facility - Quantity & type of universal waste - Date of departure/shipment Begin this practice immediately. Complete and submit a copy of the Return to Compliance Certification to the EHD by February 4, 2013 along with a statement documenting the corrective actions that have been or will be taken for each violation and any supporting paperwork.
