Fremont St. Stockton, CA 95205 Program: HW <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> On site to conduct a routine hazardous waste inspection. <br /> 8. This facility's EPA ID number is inactive. A hazardous waste generator shall not treat, store, dispose <br /> of, transport or offer for transportation, hazardous waste without an EPA ID number. Immediately contact <br /> DTSC and reactivate your EPA ID number and submit evidence to the EHD by 8-27-11. DTSC's contact <br /> information has been provided. Class II Repeat Violation. <br /> 11. There are dark oil stains and oily debris on the floor outside and inside the shop next to the <br /> containers of used oil, used antifreeze, and oily rags. Metal fines are accumulating on the floor next to <br /> the brake lathe machine. Facilities shall be maintained and operated to minimize the possibility of a fire, <br /> explosion, or release of hazardous waste to air, soil, or surface water which could threaten human health <br /> or the environment. Immediately clean up the dark oil stains, oily debris, and metal fines, and manage <br /> according to Title 22 hazardous waste regulations. Submit a statement and supporting documentation <br /> explaining how this waste was managed by 8-27-11. Class II Repeat Violation. <br /> 20. The 30 gallon drum, 10 gallon bucket, and two 5 gallon buckets of used oil were not labeled. The <br /> unlabeled 30 gallon drum of used oil with the label Retinax LC Grease 70428 #81 of 352 appears to be <br /> the same waste that was observed and photographed during the 7-8-08 routine inspection. <br /> All hazardous waste containers shall be marked with the following information: <br /> 1. the words "Hazardous Waste" <br /> 2. name and address of generator <br /> 3. hazardous properties <br /> 4. physical state <br /> 5. composition (contents) <br /> 6. accumulation start date <br /> Immediately label these containers and ensure that all containers are marked with all the required <br /> information. Since it cannot be determined how long the containers of used oil have been on site, <br /> immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest and <br /> submit a copy of the manifest to the EHD by 8-27-11. Class II Repeat Violation. <br /> 20 & 50. The 55 gallon drum of used coolant had an illegible hazardous waste label. The most recent <br /> accumulation start date marked was 7-8-08. Owner states that it was recently picked up on 3-8-11 but <br /> does not have a manifest to prove it. The unlabeled 30 gallon drum of used oil with the label Retinax LC <br /> Grease 70428 #81 of 352 appears to be the same waste that was observed and photographed during <br /> the 7-8-08 routine inspection. All hazardous waste containers shall be marked with the following <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122). <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspector: Re° ved By: Title: <br /> EHD 23-02-003 Rev 08/10/10 % CONTINUATION FORM <br />
