Box 6012 <br /> San Ramon,California <br /> Subject: Soil and Groundwater Investigation Report <br /> Pombo Property <br /> 1755 West 11 th Street <br /> Tracy, San Joaquin County,California <br /> 1 Dear Mr.Mansholt: <br /> At the request of Chevron Environmental Management Company(ChevronTexaco),Science Applications <br /> International Corporation (SAIC)presents this report for the soil and groundwater sampling conducted <br /> north of the Pombo Property in November 2003 and February 2004(Figure 1). Soil and groundwater <br /> sampling was conducted in accordance with the Polnbo Property—Soil and Groundwater Investigation <br /> Work Plan dated July 31,2003 (Work Plan),Additional Soil and Groundwater Investigation Borings <br /> Proposal,dated February 2,2004,California Regional Water Quality Control Board—Central Valley <br /> Region(RWQCB)recommendations,and additional investigation approval presented in RWQCB letters <br /> dated August 21,2003 and February 10,2004. This soil and groundwater investigation was conducted to <br /> delineate the lateral extent of affected soil and groundwater east and west of previous investigations <br /> conducted on the West Side Irrigation District(WSID)easement,located immediately north of the Pombo <br /> Property,and delineate the down gradient extent of affected soil and groundwater in the housing <br /> development located north of the Pombo Property. <br /> BACKGROUND <br /> The ChevronTexaco Old Valley Pipeline(OVP)was located along the northern boundary of the Pombo <br /> Property,adjacent to the Union Pacific Railroad(UPRR)right of way(ROW). The former OVP was I <br /> used to transport crude oil and bunker C fuel oil from Bakersfield to Richmond,California,from the early <br /> 1900s through the 1950s.
