Box 6012 San Ramon,California Subject: Soil and Groundwater Investigation Report Pombo Property 1755 West 11 th Street Tracy, San Joaquin County,California 1 Dear Mr.Mansholt: At the request of Chevron Environmental Management Company(ChevronTexaco),Science Applications International Corporation (SAIC)presents this report for the soil and groundwater sampling conducted north of the Pombo Property in November 2003 and February 2004(Figure 1). Soil and groundwater sampling was conducted in accordance with the Polnbo Property—Soil and Groundwater Investigation Work Plan dated July 31,2003 (Work Plan),Additional Soil and Groundwater Investigation Borings Proposal,dated February 2,2004,California Regional Water Quality Control Board—Central Valley Region(RWQCB)recommendations,and additional investigation approval presented in RWQCB letters dated August 21,2003 and February 10,2004. This soil and groundwater investigation was conducted to delineate the lateral extent of affected soil and groundwater east and west of previous investigations conducted on the West Side Irrigation District(WSID)easement,located immediately north of the Pombo Property,and delineate the down gradient extent of affected soil and groundwater in the housing development located north of the Pombo Property. BACKGROUND The ChevronTexaco Old Valley Pipeline(OVP)was located along the northern boundary of the Pombo Property,adjacent to the Union Pacific Railroad(UPRR)right of way(ROW). The former OVP was I used to transport crude oil and bunker C fuel oil from Bakersfield to Richmond,California,from the early 1900s through the 1950s. Previous investigations found that a Mohawk gasoline station was fonnerly located at the site. Previous investigations at the Pombo Property included soil sampling by Earth Systems Consultants (ESC, 1999)1 in support of a ROW relocation;a soil and groundwater investigation with a human health screening risk assessment by Geomatrix Consultants,Inc.(Geomatrix,January 2000)2;and additional soil and groundwater sampling with an updated human health screening risk assessment by Geomatrix Earth Systems Consultants,1999,"Chevron Right-Of-Way Relocation Preliminary Assessment Soil Sampling,1755 West 10'Street,Tracy, California",August 24,1999.
