Jason White
From: Tom Allmon <tallmon@wingfootct.com>
Sent: Monday, February 24, 2014 1:20 PM
To: jwhite@wingfootct.com
Cc: jgreene@wingfootct.com; 'Scott Gray'; 'Anthony Showen'; Gary Bateman;Jim Foughty;
'Freddie Hoyt';Todd Tyler
Subject: CAL Recycle inspection
Attachments: Unreg hauler CTL sub form.pdf
Jason,
I talked with Mary LeClaire, CAL Recycle, Compliance and Enforcement Division, Waste Tire Compliance North Unit(916-
341-6438) regarding the very cloudy issues of the NOV at your location:
• Common Carriers are exempt from registering as a waste tire hauler under certain circumstances---Public
Resource Code#42954, # 6.
• They are required to provide a waste Manifest (CTL).
• Ms. LeClaire confirmed that Swift is exempt.
• Ms. LeClaire agreed this was an out of the ordinary situation and did not warrant much of violation. I told her we
had sent notices to all our California locations in an effort to keep our facilities updated on receiving
casings/waste tires.
Recommendations:
• Contact Swift and request a manifest form be completed and sent to your attention, mail in as you would
normally handle manifests (obviously keep a copy of this for the inspection file)
• Complete the above CALRecycle form 204, mail the original to the address shown at the bottom of the form.
Keep a copy for the inspection file. Check the address used to send in the manifest form and see if these are the
same addresses. If the y are you might attach them together.
• Be sure all of our folks understand that if we receive casings/waste tires from common carriers they still have to
provide a manifest even if they are exempt from the registered waste tire hauler side of the equation.
If you run into any questions let me know.
Tom Allmon
1
