Second re-inspection of the Brannon tire yards took place on June 21, 2006 at l lam. <br /> Prior inspections were on 4/17/06 and 5/17/06. There was a brief meeting with Jerry <br /> Brannon in his office and he granted permission for the inspection to take place in the <br /> presence of his manager, Jaime Alvarez. Present at the inspection were myself(Jenni <br /> Ruiz), Michael Kith, and Jaime Alvarez. <br /> Inspection started at Yard 2: the Brannon Tire facility at 3730 N Wilson. We began at the <br /> Northwest corner of the property. Along the north fence to the west of storm retention <br /> ponds were storage containers. Behind these containers were 50 waste tires being held as <br /> factory adjustments. The storm retention ponds were cleared of tires and mosquito fish <br /> were visible. Vegetation had been cut down. <br /> The northeast corner of the yard had a pile of 50 passenger tires, reduced from the 600 <br /> that were observed on 5/17/06. 150 giant tires (OTR) were horizontally barrel-stacked in <br /> three rows, in a contiguous manner so that inspection of each tire was not possible. These <br /> tires were counted as waste tires. Jaime said that these tires were being sold or disposed <br /> of and would be removed by a crane or forklift. I reminded him to observe the ten-foot <br /> clearance off the property line and asked about the vegetation maintenance. Jaime said <br /> that they sprayed weed-killer and cut the weeds down. <br /> The east fence line that was impassible due to scattered tires between rows of giant tires <br /> was cleared of obstruction but was otherwise unchanged from the 5/17/06 inspection. 200 <br /> giant tires were counted, vertically stacked to ten feet in height and horizontally barrel- <br /> stacked in a contiguous manner so that inspection of each tire was not possible. <br /> To the north of the truck dock a laced stack of passenger tires three deep still remained at <br /> a count of 260 tires. The roll-off garbage bin had been moved to the opposite side of the <br /> driveway and was empty. The truck dock held a trailer from Tri-C for tire disposal. <br /> The southeast corner of the yard had 300 barrel-stacked truck tires that were in <br /> contiguous rows and not possible to inspect between rows. This corner of the yard was <br /> clear of debris, vegetation, and vector issues from past inspection. <br /> The south fence had piles of truck tires that were barrel-stacked that were not possible to <br /> inspect, one pile counted at 100 tires and another at 140. 110 small RSC tires were <br /> stacked and on pallets. A few stacks of old and rotted pallets were along south fence. Fire <br /> prevention was discussed. Jaime said the pallets were being removed to a pallet recycler. <br /> To the west along the south fence, scattered piles of tires were counted at 60 tires. <br /> Another 30 tires were on the ground outside of a second scrap tire trailer from Tri-C that <br /> was at the southwest driveway entrance. <br /> The total of waste tires counted at the Brannon Tire facility was 1450. <br /> The inspection continued to Yard 1: the Open Air Flea Market site at 3550 N Wilson. <br /> Ten tires were observed in the back of an inoperable truck, but no other tires were <br /> L �j <br />
