Robert From: Emery, Kyle@CalRecycle [mailto:Kyle.Emery@calrecycle.ca.gov] Sent: Wednesday, November 30, 2016 11:08 AM To: Robert McClellon [EH] Cc: Michael Kith [EH] Subject: TEA 23 Inspection Reports Hello Robert, The request I am sending was initiated by my supervisor and relaying their instructions regarding inspection reports that were uploaded into WTMS.Apparently,TEA 23 required that all inspection reports be fully electronic(meaning that older inspection forms should not have been uploaded into WTMS). Below are instructions to correct this issue and a list of affected inspection reports and corresponding TPIDs.Some of the bulleted items are already in practice or were previously known. • Only PDF versions of the online inspection reports are to distributed to the operator using the existing WTMS email functionality(or using alternate means—snail mail--if no email address is available for the operator)after the report is complete. • Paper inspection report forms are out of date,were never updated to reflect changes made in the 2014 rulemaking,and are not be used for official reporting or distributing inspection results to operators. o This was clearly explained during the Spring 2016 roundtables as well as the June/July inspector training webinar and following liaison training. o Recycle existing stocks of the paper inspection forms. • TEA 23 inspection reports that were completed on paper,given out to the Operator,and then uploaded into WTMS need to be corrected and replaced by an electronic-only inspection report. Per CalRecycles' managements request, please complete the following: o Create&complete a new electronic inspection report for each affected TPID for the date they were originally inspected. ■ The new reports shall, in the beginning of the comment field, cite the inspection report number of the paper inspection report that it is replacing, and state clearly that the new report is superseding the old paper report. Highlight this in red. ■ This is our standard procedure for correcting errors in reports already received by operators. o Send the completed replacement report(in PDF format)to the facility electronically by email using the existing WTMS email system (or snail mail if necessary with a cover letter). ■ Add to the e-mail generated by WTMS, or include in the cover letter mailed with a printout of the PDF of the report,a statement that the paper inspection report previously given to the operator is invalid and superseded by the attached electronic inspection report. 1
