PROBLEM ASSESSMENT REPORT <br /> ` Moor,-- Petroleum, Inc. <br /> 1399 E. Yosemite Avenue, Mentees, CA <br /> NGA Project No. 10.90-480 <br /> Page 13 <br /> a Soil venting activities will not pose a threat <br /> to either on- or off-site structures or nearby <br /> roads. <br /> o The total time required for soil remediation is <br /> generally short, typically six months to one year. <br /> Because of these advantages, soil venting is proposed to remediate <br /> site soils containing hydrocarbon constituents. <br /> In order to implement the proposed soil venting system NGA proposes <br /> the following: <br /> o The below--ground components of the soil venting system <br /> installed at the site in October, 1989, (section 3.3) <br /> be combined with a commercial grade-blower in order to <br /> produce sufficientsoil gas pressure changes to ensure <br /> air flow within site soils containing petroleum <br /> constituents. <br /> o Monitoring wells MW-1A, MW--2, and MW-3 which are <br /> located near the perimeter of the extent of petroleum <br /> constituents in soils (Figure 6) , be periodically <br /> monitored for soil vapor pressure changes to ensure <br /> that soil vapor containing petroleum constituents is <br /> being drawn from the perimeter of the area containing <br /> petroleum constituents. <br /> In November, 3.989, Delta, on behalf of Moore Petroleum, Inc. , <br /> submitted an application to construct and operate a soil venting <br /> system at this site to the San Joaquin Air Quality Management <br /> District (SJAQMD) . Subsequent to submittal of the permit <br /> application, the SJAQMD has requested further information <br /> colicerning the cost-effectiveness of air emission controls for the <br /> _n proposed soil venting system at this site. Following this request, <br /> NGA submitted information to the SJAQMD indicating that the use of <br /> air emissions controls would not be cost effective for this site, <br /> and requesting that air emission controls not be required. A final <br /> -" decision regarding the use of air emission controls is pending. <br /> A perm'_t to operate the soil venting system has not yet been <br /> granted by the currentSonQMD, the the statusnOfotheapermititoHealth <br /> operateEService will <br /> .. <br /> — be kep <br />
