PROBLEM ASSESSMENT REPORT
` Moor,-- Petroleum, Inc.
1399 E. Yosemite Avenue, Mentees, CA
NGA Project No. 10.90-480
Page 13
a Soil venting activities will not pose a threat
to either on- or off-site structures or nearby
roads.
o The total time required for soil remediation is
generally short, typically six months to one year.
Because of these advantages, soil venting is proposed to remediate
site soils containing hydrocarbon constituents.
In order to implement the proposed soil venting system NGA proposes
the following:
o The below--ground components of the soil venting system
installed at the site in October, 1989, (section 3.3)
be combined with a commercial grade-blower in order to
produce sufficientsoil gas pressure changes to ensure
air flow within site soils containing petroleum
constituents.
o Monitoring wells MW-1A, MW--2, and MW-3 which are
located near the perimeter of the extent of petroleum
constituents in soils (Figure 6) , be periodically
monitored for soil vapor pressure changes to ensure
that soil vapor containing petroleum constituents is
being drawn from the perimeter of the area containing
petroleum constituents.
In November, 3.989, Delta, on behalf of Moore Petroleum, Inc. ,
submitted an application to construct and operate a soil venting
system at this site to the San Joaquin Air Quality Management
District (SJAQMD) . Subsequent to submittal of the permit
application, the SJAQMD has requested further information
colicerning the cost-effectiveness of air emission controls for the
_n proposed soil venting system at this site. Following this request,
NGA submitted information to the SJAQMD indicating that the use of
air emissions controls would not be cost effective for this site,
and requesting that air emission controls not be required. A final
-" decision regarding the use of air emission controls is pending.
A perm'_t to operate the soil venting system has not yet been
granted by the currentSonQMD, the the statusnOfotheapermititoHealth
operateEService will
..
— be kep
