FREE classes presented by NES Inc. are available to al l San Joaquin County Hazardous Waste, Underground Storage Tank,
and Aboveground Petroleum Storage Facility Business Owners and Operators. List and schedule of classes can be found
here.
Thank you,
Cesar Ruvalcaba
San Joaquin County Environmental Health Department
Environmental Health Specialist
1868 East Hazelton Ave
Stockton,CA 95205
W (209)953-6213 1 A (209)464-01381 ® cruvalcabaPsiaov.ora
SANeIOApUIN
COUNTY
'-y' Geeess ga.a hese.
From: DPaul<spccorp@hotmail.com>
Sent: Wednesday,July 10,2019 12:32 PM
To:Gary delCarlo<hfstracyca@msn.com>; Ruvalcaba,Cesar<cruvalcaba@sjgov.org>; Dave Harris
<daveh @ donleepump.com>
Subject: Haley Flying Service
Gary:
Please note the following issues which must be implemented to finalize a"corrective action" plan per the
recent NOV issued by Inspector Ruvalcaba---I have cc'd him because I debriefed him following our onsite
inspection yesterday. This is the best insurance for our following the corrective plan to address any
deficiencies he noted:
1. We need to either install 2ndary containment around the 1000-gallon AST(this is why I cc'd Dave
Harris of Donlee Pump who is a resource for providing either a retro-fit 2ndary basin OR a replacement
AST)
2. We need to install a Baker-Box or other equivalent overfill container for the 1000 gallon AST as well
(Dave of Donlee Pump can assist here also)
3. SPC Corp proposed to rewrite the existing SPCC plan (@ no addl charge to YOU)to address numerous
compliance issues identified by Mr. Ruvalcaba's evaluation. We will utilize the new 2018 Tier 11 format
on your behalf. This will include references to mobile fueling, 55-gal drums onsite, waste oil/coolant
storage, etc.AND will include supplemental photos as well as a map/diagram of the facility with
increased detail to address Mr. Ruvalcaba's concerns.
4. While none of the tanks at your business registered any discharge(leak, rupture, spill, etc.) as a result
of yesterday's inspection/tests, we will ultimately need to come back in 2020 to re-certify the next
SPCC plan and retest each of the tanks.
5. We will also be using the STI SP001 test-format/forms per Mr. Ruvalcaba's instructions (at no addl
charge to you) within the overall SPCC plan.
6. Our target is to have the DRAFT completed by Friday, 7/12/2019 which will include red=line comments
for any corrective-action items which are "in-process". Upon completion, these corrective-action items
will be converted to blue-line remarks within the final SPCC plan.
2
