Received on 11/12/2019
SJC EHD - CR
Sp01 Preven ,Con ,,a Counterrne Us Plan June 21,2018
1505 Navy DrNe,Sh kk ,CA Page 8&22
Oil Storage Areas(112.7(a)(3)(i)]
Table 2 details the various types of oil products stored at the facility. Oil storage areas are listed
and described by location, contents, containment device, and capacity. For purposes of this
inventory, only containers that exceed a 55-gallon capacity are listed. Refer to Figure 1 for
locations of oil handling activities.
Table 2: Aboveground Storage Tanks
Tank Container ((gallons) Containment Location
1 Diesel 10,000 Concrete containment Center of property
basin
2 Diesel 10,000 Concrete containment Center of property
basin
6.3. Discharge Prevention [40 CFR 112.7(a)(3)(ii)]
This section discusses procedures for routine handling of petroleum products at the facility,
including loading, unloading, and fuel transfers. These activities occur primarily at thefuel storage
and dispensing area. In general, the system of structural and non-structural control measures
consists of spill containment structures, operating procedures that are specifically designed to
minimize potential for a release of oil, training of personnel, facility security measures, routine
inspections and record keeping, and regular Plan review. Annual training in spill prevention will
be conducted as described in Section 6.13 and Appendix A of this Plan.
The Site is equipped with tank systems including fuel tanks, pumps, and shut-off valves.
Additionally, transfer procedures are used to prevent overtills from delivery vehicles. Prior to
transferring fuel, it is determined if adequate storage is available (using product level gauges, etc.)
to receive the entire contents of the compartment on the delivery vehicle. If the facility's storage
tanks cannot receive the entire contents, the unneeded portion of the shipmentwill not be unloaded.
10,000-gallon Diesel Tanks
The two 10,000-gallon, aboveground clear diesel #2 fuel storage tanks (Appendix C, Photograph
No. 1) are filled by tanker trucks using the fill pipes located within the containment basin south of
the tanks. The tanks are equipped with a high liquid level alarm and overfill prevention valves that
activate prior to the tank reaching capacity. Oil transfer activities will be supervised by facility
personnel trained in spill prevention and emergency spill response. Fuel from the tanks is routed
by subgrade piping to fuel dispensers (Appendix C, Photograph Nos. 3, 5, 6, and 7). Shear valves
are installed on the fuel dispensers at each of the fuel islands to prevent spills should the
dispensers be struck by vehicles. The tanks and dispensers are protected from vehicular traffic
by the containment wall and a collection of concrete-filled steel bollards.
s7RArus
ENVIRONMEN PL INC.
