Section Number: 1-1 <br />Issue Date: 3/27/2006 <br />Revision Date: <br />Page 1 of 1 <br />9-1 RISK MANAGEMENT PLANNING <br />Overview <br />Facilities that store a regulated substance in quantities greater than/equal to a threshold <br />limits defined by the Clean Air Act (CAA), must prepare and submit a Risk Management <br />Plan. (Examples of regulated substances stored at some ARAMARK locations may <br />include 10,000 lbs. or more of propane, 20,000 lbs. or more of ammonia, and 2,500 lbs. <br />or more of chlorine.) <br />Three Key Issues: <br />• Risk Management Planning requires a certified plan for risk management in the <br />event of an accidental release of a regulated substance such as ammonia, chlorine, <br />or propane. <br />Although propane is on the regulated substances list at 10,000 pounds, this applies <br />to bulk plants. Therefore AUS is exempt if propane is used as boiler backup fuel. <br />Small quantity waste oil & fuel oil, such as fleet products and waste, are also exempt <br />from RMP. <br />At this time, all active AUS operations are exempt from RMP. If you have questions <br />regarding applicability, please call ARAMARK Operations Support at (630) 271-2988. <br />Risk Management Planning Requirements: <br />The United States Environmental Protection Agency requires that ail facilities that store <br />regulated substances above threshold limits develop a risk management planning <br />program. Authority for this program are granted under the Clean Air Act (CAA), in <br />Section 112r, Federal Occupational Health & Safety Administration (OSHA), 29 CFR <br />1910.110 and 1920.109 under Process Safety Management. Local and State <br />Regulations should also be taken into consideration in the formulation of individual site <br />plans. <br />A Risk Management Plan includes the following components: <br />• Initial Hazard Assessment; <br />• Accidental Release Prevention Program; <br />• Emergency Response Program; <br />• A Certificated RMP Plan with Periodic Plan Updates. <br />
