STATE WATER RESOURCES CONTROL BOARD <br /> WATER QUALITY ORDER NO. 2003—0003 -DWQ <br /> STATEWIDE GENERAL WASTE DISCHARGE <br /> REQUIREMENTS (WDRs) FOR DISCHARGES TO LAND WITH <br /> A LOW THREAT TO WATER QUALITY(GENERAL WDRs) <br /> The State Water Resources Control Board(SWRCB) finds that: <br /> 1. Section 13260(a)of the California Water Code(CWC)requires that any person <br /> discharging waste or proposing to discharge waste within any region, other than to a <br /> community sewer system,which could affect the quality of the waters of the State',file <br /> a report of waste discharge (ROWD). <br /> 2. The discharges to land with a low threat to water quality listed in Table 1 are low <br /> volume discharges with minimal pollutant concentrations and are disposed of by <br /> similar means. These discharges are appropriately regulated under General WDRs. <br /> Table 1. Categories of Low Threat Discharges <br /> CATEGORY <br /> Wells/Boring Waste ' <br /> Well Development Discharge <br /> Monitoring Well Pure Water Discharge <br /> Boring Waste Discharge <br /> Clear.Water Discharges <br /> es <br /> Water Main/Water Storage Tank/Water H Brant Flushing <br /> Pipelines/Tank Hydrostatic Testing Discharge <br /> Commercial and Public Swimming Pools <br /> Small Dewatering Protects <br /> Small/Temporary Dewatering Projects(such as excavations <br /> during construction <br /> Miscellaneous <br /> Small Inert Solid Waste Disposal Operations <br /> Cooling Discharge <br /> See Attachment) to these General WDRs for discharge category definitions. <br /> 3.
