I called Mike Huggins and let him know what was going on. He instructed me to issue a notice <br /> to abate. <br /> 2:45PM I went back out to see the irrigation ditch again. At that point the water had risen <br /> approximately 12 inches due to the recent rains. The water was now murky brown, and <br /> rushing fast. <br /> 3:15PM— Issued the Notice to Abate to Dan DaSilva. <br /> 3:25PM— Left the scene. <br /> 3:50PM — Received page from Laurie Knowles with CA Dept. of Fish and Game. I told her <br /> what was going on at the facility. She asked if samples or pH had been taken and I said no. <br /> She said that she would call me back. <br /> 4:30PM — Laurie Knowles called back and requested that I meet her at the site, she was going <br /> to take samples. <br /> 5:30PM — I met Laurie Knowles at the facility. We requested that Dan DaSilva accompany us <br /> to the spill location. Ms. Knowles took 4 samples: one from the east pond, one from the ditch <br /> at the area of the spill, one from the collection area for the water that had been pumped out of <br /> the ditch, and one from upstream of the spill. At that time, they were no longer pumping <br /> water out of the ditch and Dan DaSilva estimated that approximately 10,000 gallons of water <br /> had been pumped out. They were going to pump the water from the collection area on land to <br /> a pond in the morning. He stated he would also clean up the area near the east pond where it <br /> had overflowed. <br /> 6:30PM— Left the site. <br /> March 1, 2000 <br /> Called to check on status of the cleanup. Dan DaSilva returned the call and stated that the wet <br /> weather has made the cleanup slower than anticipated. He stated that no contamination is <br /> being released at this time. Both pumps have been repaired on the east pond. He anticipates <br /> that the cleanup will be complete by Friday. He will call when it is finished. <br /> March 7, 2000 <br /> Called to check on the status of the cleanup. Dan DaSilva returned the call and said that they <br /> were pumping the Iast load today, and that he had intended to call me when he was finished. <br /> He called back later in the day to say that the cleanup was finished. He took some Polaroid <br /> pictures because it looked like it was going to rain. <br /> March S, 2000 <br /> I returned to the scene to verify cleanup. The odor is still very strong at the facility. It <br /> appeared that the wastewater had all been cleaned up, and the irrigation ditch was clean. The <br /> waste water was pumped out by Clark's Septic Service. A copy of the receipt is in the file. Mr. <br /> DaSilva provided 3 polaroid pictures of the area of the spill which he stated had been taken on <br /> 3/7/2000. (Copies in the report) Mr. DaSilva stated that they are working to prevent this <br /> problem from happening in the future. They have brought in a temporary backup power <br />
