Amanda is reporting three 55 gallon drum illegal dumping <br /> next to the UP tracks. Contractor will be going out on 5-16-16 to pick the drums <br /> up. The closest intersection is Runway Drive and Aviation drive, the nearest <br /> address is 115 Runway Drive, Stockton (95206).The drums are 50-55 feet from <br /> the tracks but according to Amanda UP will clean it up to avoid the legal delay. <br /> Also Amanda reported a small stain 1x1 foot in the vicinity of drums which was <br /> estimated at 1 quarts of spilled material. Their agent reported that drums are not <br /> leaking. Called UP back, was transferred to Mike Algots 916-580-9999, who <br /> confirmed all the information, they will collect samples to make a determination, <br /> the spill didn't impact the water. 2:05: provided an update to Kasey F. Documented <br /> the complaint. <br /> 05/16/2016 7:00 am: went to the spill area, the address led to the access road which was PE 2546 MANZO <br /> locked, called Mike Algots, 9116-580-9999, he read the location description, SC 904 <br /> couldn't figure out where exactly the spill was, Mike took my email information and <br /> said that he will email a better location description, Patriot will be onsite later today <br /> to do the clean-up. <br /> 05/17/2016 UP Drums complaint: Received and reviewed two emails from Mike Algots, with PE 2546 MANZO <br /> drum locations. Printed received pictures. Emailed Mike back asking for a better SC 004 <br /> location so I can generate a complaint, so far I have no location for this complaint. <br /> 05/18/2016 3x55 gallon drums: Received an email from Paul Holt with UP, who indicated on PE 2546 MANZO <br /> closer inspection they don't believe that these drums are on their property and will SC 004 <br /> not be addressing them at this time. Called Patriot asked for a map with exact <br /> drum location. Received a map. Discussed the spill with Kasey, will visit the site <br /> and attempt to find the drums today. <br /> 05/19/2016 Went around the area searching for the 3x55 gallon drums. 1 pm: found the drums PE 2546 MANZO <br /> next to a field and within 50 feet away from UP railroad tracks. One drum (poly SC 004 <br /> blue in color)with 3/4 of oily liquid has no lid. Two black containers have black <br /> residue but have all caps. Took pictures. <br /> 05/27/2016 Mailed Waste Discharge/Spill Response Notice to Abate dated 5/20/16 and photos PE 2546 BLACKWELL <br /> by certified mail to: ARMOTO PARTNERS LLC, 3400 E EIGHT MILE RD STE A, SC 177 <br /> STOCKTON CA 95212-9494. Certified mail#9171 9690 0935 0087 3057 81. <br /> 06/06/2016 Received a phone call from Tomas Van Gronegan, 559-593-5319, the son of the PE 2546 MANZO <br /> property owner where the drums were abandoned, he indicated that they made a SC 004 <br /> police report for the abandoned drums. We discussed the waste disposal options, <br /> I indicated that I will need a hazardous waste disposal record or analytical for <br /> hazardous waste determination. I indicated that before any waste is taken to <br /> HHWF the RP should contact the HHWF and let them know it's abandoned waste <br /> and how much of it is there, since HHWF may not be able to accept the waste. <br /> Page 1 of 2 <br />
