C
Page 5
2 . 0 PROPOSED EXCAVATION WORD PLAN
L
observation e ation during the removal of the concrete oil-water
separator tank on June 11, 1993, revealed contaminated soil
at the perimeter and below the tank. The contamination
appeared. to be predominately located near the piping inlet
and discharge locations . The interior surface of the tank
was rough and somewhat irregular. There were, however, no
significant breaks or holes noted.
The following sequence of work is intended 'to mitigate
contaminate soils . All activities will be overseen by EMCON
ASSOCIATES located at 2101 Webster Street, Oakland, '
California 94612, Phone (510) 446-7722 . Additionally work
shall be coordinated with San Joaquin County Public Health
Services, Environmental Health Department .
1 . Excavate contaminated soils starting at the point of
release to a maximum depth of 25 .feet (See plate #2 .1
L for overview) . San Joaquin County Flood control and
Water Conservation District map from the Spring of 1983
indicates the ground water level to be approximately
-35 feet at the subject location.
2 . The excavated spoils will be stockpiled on site and
covered with 6 mil black plastic sheeting pending
disposal or treatment .
3 . Soil samples shall be taken during the excavation and
screened on site with a P.I .D. meter to minimize the
extent of "over-excavating" .
4 . Confirmation samples will be taken from the excavation
floor and sidewalls (See plates 2 .2 and 2 .3) and
analyzed for TEPH-D, TPH--G, BTX&E, CLHC, METALS I-CAP
AND PCB (See attached Form EH 23-048 revised 7-10-92) .
