The installation of these wells <br /> completed the last phase of the "Work Plan, Preliminary Hydrogeologic Assessment" <br /> dated August 18, 1998, that was conditionally approved by San Joaquin County Public <br /> Health Services, Environmental Health Division (PHSIEHD) on November 5, 1998. <br /> PHSIEHD has not yet received a report on the installation of these two wells. In a phone <br /> conversation on November 29, 1999 with JJW Geosciences, Inc. (JJW), the consultant <br /> who oversaw the well installations, PHSIEHD was told that the report would be <br /> submitted within a couple of weeks. Six weeks have since past. <br /> On September 10, 1999 the two deep monitoring wells were developed, and it should be <br /> noted that there was an apparent problem with DMW-7. The well was sounded to only <br /> 105.7-feet total depth, when it had been built to 110-feet bsg, it continually `went dry' <br /> during the purge, and the pH ranged about 11, which is indicative of an alkaline <br /> situation. It is possible that somehow cement grout got into the well casing. Six shallow <br /> monitoring wells had been previously installed on site. A quarterly monitoring and <br /> sampling of all wells on site was performed after the two deep wells were developed. A <br /> report of this sampling also has not been submitted to PHSIEHD. Another quarterly <br /> monitoring event should have occurred in December 1999. <br /> Please have your consultant submit the deep monitoring well installation report and the <br /> quarterly monitoring report for the September 1999 monitoring event to PHSIEHD <br /> immediately. Quarterly groundwater monitoring needs to continue at this site, and needs <br /> to be scheduled routinely.
