(JJW) for the above referenced site, and has <br /> the following comments for your consideration and action. <br /> On November 5, 1998 PHSIEHD conditionally approved.#lie "Work Plan, Preliminary <br /> Hydrogeologic Assessment" dated August 18, 1998 that was pr4`pared by Agua <br /> Geosciences, Inc. for the above referenced site. The conditions lto the work plan were <br /> requested by PHSIEHD in correspondence dated October 2, 1998 and met with an <br /> addendum letter dated October 31, 1998 that was submitted by PC Toxic and received , <br /> by PHSIEHD on November 5, 1999. Part of the conditions included vertical assessment <br /> of the petroleum hydrocarbon contaminant plume evidenced on site in the source areas, <br /> of which there are two, to the documented historical low gr:'oundwater depth of 70 feet <br /> below surface grade (bsg). 11, <br /> i <br /> Pre-Approval of Correction Action Costs for the August 1998 work plan was granted by <br /> the State Water Resources Control Board, Underground Storage Tank Cleanup Fund in <br /> correspondence dated September 30, 1998. Additional Pre-Approval was requested for <br /> two additional wells to be completed to 70 feet bsg and was granted by the Cleanup <br /> Fund in correspondence dated December 16, 1998. On March 23, 1999 fieldwork was <br /> begun to implement the approved work plan. Three soil borings;were advanced to <br /> approximately 46 feet bsg, and converted to monitoring wells to encounter first <br /> groundwater. Soil samples were collected every five feet from the borings, and the JJW <br /> geologist on site informed PHSIEHD that four of the samples from each boring would be <br /> analyzed for petroleum hydrocarbon constituents. <br /> Following the installation of these three wells, completion of the work plan had to be <br /> postponed due to the failure to obtain an Encroachment Permit from the City of Stockton <br /> to install the planned off-site wells. Also following the installation,of the first three wells <br /> JJW decided to drill a pilot hole, on-site but hopefully outside of the contaminant plume, <br /> to obtain a continuous core of soil from 45 feet bsg to 70 feet bsg for lithological <br /> interpretation.
