PHS/EHD has the following comments for your
consideration.
PHS/EHD has evaluated the site based on seasonal high depth to groundwater (35 feet in
1986) and determined that a groundwater investigation will be necessary. The work
plan suggested that nine soil borings would be drilled, using an 8 inch auger or larger, to
investigate the extent of soil contamination. The work plan did not propose the
conversion of any borings to monitoring wells, in order that groundwater could be
investigated.
PHS/EHD recommends that should you wish to initiate a soils only investigation that
push-point technology be used to lessen the cost of investigation. Also, the proposed
locations of soil borings may not be adequately placed to characterize the subsurface
migration of contamination. The distribution of contamination at approximately 11 feet
below grade suggested that eastern areas of the tanks were more heavily contaminated.
Hence, in order to assess the vertical distribution of the contamination, soil borings
should be drilled in those areas. Also, the site map provided was not to scale. Please
submit in addendum a map to scale.
Please provide information regarding the disposal of the stockpiled soil that evidenced
petroleum hydrocarbon contamination.
Also note that the samples collected for submittal should be submitted to a laboratory
which has been certified by the State of California Department of Health Services. The
analytical results summarized in Table 1 failed to note the detection limits which were
achieved in samples with no detection. Please submit an amended table reflecting the
detection limits which were achieved.
A Division of San Joaquin County Health Care Services
