Two of the
methods are passive and three of the methods are active. The passive methods proposed are
natural biodegradation and augmented biodegradation. The active methods proposed are
groundwater extraction, air sparginglsoil vapor extraction and ozone injection. The work plan
proposes pilot tests for the three active methods. It is not clear on the cost comparison chart if the
costs associated with air sparging include the expense of performing soil vapor extraction. In
addition, the work plan proposes to install specific monitoring points to be used during the pilot
tests to measure vacuum, pressure and water levels.
SJCIEHD has recently been informed that the State Water Resources Control Board's Cleanup
Fund is not supporting pilot testing of multiple remedial alternatives. In the interest of time and
practicality, SJCIEHD requests that you have your consultant refine the submitted work plan to
testing of one remedial option for each impacted media and hydrologic zone. Specifically, a paper
study should be conducted to evaluate the remedial options at this site, the potential effectiveness
of each suggested option, and cost comparisons. The work plan should summarize the site
geology and contaminant distribution in text and visually with maps and cross-sections.
The revised work plan is due September 27, 2002, if you have any questions or comments please
call Lori Duncan at(209)468-0337.
Donna Heran, RENS, Director
Environmental Health Department
t4l v 1 ';
Lori Duncan, Senior REHS Nuel C.
